Over the past decade, the AARP has morphed from an advocacy group to an insurance company (through its subsidiary company). But President Bush-43 passed the Medicare Advantage program, which offered a subsidized, lower-cost alternative to Medi-gap. Under Medicare Advantage, the elderly get all the extra coverage they need plus coordinated, well-managed care, usually by the same physician. So more than 10 million seniors went with Medicare Advantage, cutting into AARP Medi-gap revenues. Presto! Obama solved their problem. He eliminates subsidies for Medicare Advantage. Eviscerating Medicare: In addition to reducing future Medicare funding by an estimated $500 billion, the bill fundamentally changes how Medicare pays doctors and hospitals, permitting the government to dictate treatment decisions. Sec. 1302 (pp. 672-692) moves Medicare from a fee-for-service payment system, in which patients choose which doctors to see and doctors are paid for each service they provide, toward what's called a "medical home." (The bill specifies that patients may have to settle for a nurse practitioner rather than a physician as the primary-care provider.) Sec. 1114 (pp. 391-393) replaces physicians with physician assistants in overseeing care for hospice patients. • Secs. 1158-1160 (pp. 499-520) initiates programs to reduce payments for patient care to what it costs in the lowest cost regions of the country. Sec. 1161 (pp. 520-545) cuts payments to Medicare Advantage plans (used by 20% of seniors). Advantage plans have warned this will result in . . . .

POPSH1N1 (Swine 'Flu) overhyped After an otherwise healthy 13-year-old boy died of a H1N1 infection, demand for the vaccine jump drastically after the heavy media attention what was given to a horribly tragic, but still singular death from H1N1. Clinics were forced to shut down due to lack of supplies, and people who really should have gotten the vaccine first (like young children, pregnant mothers and seniors) lost out. H1N1 Influenza is a mere fraction of the virility of normal seasonal 'flu, and has fewer serious cases and deaths than seasonal 'flu. The normal, sensible steps you take to avoid getting the 'flu every year will work as well for H1N1. Yes, it looks serious when the media focuses on individual deaths from H1N1, but such coverage is deceptive. A few hundred deaths, Canada-side from H1N1 is tragic, but seasonal 'flu will claim several thousand, as it does every year. Just keep some perspective. Be aware; be mindful, but don't be scared. Think sensibly.

The House also pretends Medicare payments to doctors will be cut by 21.5% next year and deeper after that, "saving" about $250 billion. ObamaCare will be lucky to cost under $2 trillion over 10 years; it will grow more after that. • Expanding Medicaid, gutting private Medicare. All this is particularly reckless given the unfunded liabilities of Medicare"now north of $37 trillion over 75 years. Mrs. Pelosi wants to steal $426 billion from future Medicare spending to "pay for" universal coverage. While Medicare's price controls on doctors and hospitals are certain to be tightened, the only cut that is a sure thing in practice is gutting Medicare Advantage to the tune of $170 billion. Democrats loathe this program because it gives one of out five seniors private insurance options.

The cost of this cash handout? $13 billion. And Obama says that money cannot come out of social security trust funds. But, in typical Obama fashion, he offered absolutely no alternative way to pay for it. And get this – he’s willing to BORROW MORE MONEY to fund the payouts. Perfect! All the clowns who you’d expect to be in favor of tihs (Reid, Rangel, et al) naturally lined up to kiss ass praise Obama for this plan. People with Actual Brains, like Senator Judd Gregg (R-NH) said it’d be inappropriate to mess with a system which was specifically designed to reflect the cost of living. In January, social security recipients saw their payments go up by nearly 6%, which was the largest increase since 1982. Apparently, it was to combat the rising costs of energy at that time. Meantime, the working population has seen, on average, 2% raises for the past couple of years. Did our energy costs not go up too? POPSChairman Max Baucus' Big "Compromise" Would Make Matters Worse There's more: Baucus' plan was supposed to be the moderate alternative, simply because it doesn't include a government-run insurance plan. But the "co-ops" it calls for instead are almost the same thing. Anyway, Senate Majority Leader Harry Reid still insists that the "public option" will be included in any bill voted on by the full Senate. Finally, much of the bill for ObamaCare would be paid for with cuts to Medicare. Seniors will love that. (Not.) As we've said before, Obama and his Democratic pals on Capitol Hill are chasing radical dreams to take over a huge swath of the economy -- a project that would take a heavy toll on jobs, restrict patients' and doctors' choices and leave health care in worse shape. As the plan wends its way through Congress, it sure isn't getting much better.

The wrap-up amendment expands powers granted to a brand new Medicare Commission endowing these bureaucrats with the ability to raise premiums on Medicare prescription drug coverage at will. Democrats had worked out a deal with hospitals in secret negotiations over the summer to exempt them from the extensive plans for cuts in Medicare rates. This “carve out” would exempt hospitals from these reductions but the CBO estimated the provision would add $11 billion to the overall cost of the bill. No problem for Dems, just rack up another $11 billion in stealth cuts to Medicare for an offset. Sen. Jim Bunning (R-Ky.) offered an amendment that was agreed to in the committee markup without objection to shield veterans from increases in the cost of their medical care and reductions in access to treatment. In the wrap-up amendment, Democrats voted to gut the veteran protections, without the customary consultation to the amendment’s author, reducing the amendment to mere . . .
