POPS UN Signals Delay in Climate Change Treaty But he indicated that Copenhagen most likely won't produce a treaty, but instead will push governments as far as they can go on the content of an agreement. "The secretary-general believes that we must maintain the political momentum established by the 101 heads of state and government who attended the climate change summit and continue to aim for an ambitious, politically binding agreement in Copenhagen that would chart the way for future post-Copenhagen negotiations that lead to a legally binding global agreement," Pasztor said.

POPS Afghan War Units Begin Two New Efforts The moves underline the military's efforts to remake itself in response to the Afghan war despite the Obama administration's signals that it is far from committed to the current counterinsurgency approach. President Barack Obama met with Defense Secretary Robert Gates Monday as part of the ongoing White House review of Afghanistan policy, which is being re-evaluated in light of the country's flawed presidential elections and the Taliban's recent gains. A senior military official acknowledged that the Afghan Hands initiative, the most important of the new efforts, could be modified or scaled back if the White House decides on a new strategy. "None of this is inflexible or set in stone," the official said. The strategic review comes amid worsening violence across Afghanistan. At least 16 U.S. troops have already been killed in October, matching the entire American death toll for October 2008. Mr. Gates, speaking to an Army gathering on Monday . . .

POPS President Interdum Fidelis Let's include the stated reason for the review: Obama is shocked - shocked! - to learn that there is corruption in Karzai's government: But the Afghan presidential elections, widely marred by allegations of fraud, undermined the administration’s confidence that it had a reliable partner in President Hamid Karzai. Mr. Obama and Mr. Biden already had raised doubts about Mr. Karzai, which were only exacerbated by the fear that even if he emerges from a runoff election, he will have little credibility with his own people. “A counterinsurgency strategy can only work if you have a credible and legitimate Afghan partner. That’s in doubt now,” said Bruce O. Riedel, who led the administration’s strategy review of Afghanistan and Pakistan earlier this year. “Part of the reason you are seeing a hesitancy to jump deeper into the pool is that they are looking to see if they can make lemonade out of the lemons we got from the Afghan election.”

POPS The Biden Plan
Among the alternatives being presented to Mr. Obama is Mr. Biden’s suggestion to revamp the strategy altogether. Instead of increasing troops, officials said, Mr. Biden proposed scaling back the overall American military presence. Rather than trying to protect the Afghan population from the Taliban, American forces would concentrate on strikes against Qaeda cells, primarily in Pakistan, using special forces, Predator missile attacks and other surgical tactics. The Americans would accelerate training of Afghan forces and provide support as they took the lead against the Taliban. But the emphasis would shift to Pakistan. Mr. Biden has often said that the United States spends something like $30 in Afghanistan for every $1 in Pakistan, even though in his view the main threat to American national security interests is in Pakistan. Mr. Obama rejected Mr. Biden’s approach in March, and it is not clear that it has more traction this time. But the fact that it is on the table again . . .

POPSAloha, 'Star Wars' Obama Bluffs on Defending Hawaii
The Army's Terminal High Altitude Area Defense missile, which also has been activated after successful tests at Barking Sands on Kauai, "doesn't come close" to being effective against this type of threat, Mr. Dinerman said. The Defense Department's 2010 budget proposal cut missile defense by $1.2 billion, and congressional Democrats rebuffed Republican attempts to restore the funding. Justification for the cuts was led by Rep. Ellen O. Tauscher, California Democrat, who is the newly confirmed undersecretary of state for arms control and international security. Ms. Tauscher will play a major role in missile-defense policy. The cuts include scaling back the number of interceptors based at Fort Greely, Alaska, from 44 to 30. This cut is hard to justify given the proximity to North Korea and the fact that these interceptors actually could bring down one of its missiles (which may explain why Pyongyang is aiming for Hawaii). The Airborne Laser program has been downgraded to a researc

POPS4.5 lessons from Twitter though David Weinberger Posted this on March 24 the points he mentions are highly relevant. the most important issue here is indeed the social assymetry twitter allows, as I see it , it is the ambient awareness and ambient intimacy that is developing that is of importance here, the web's awareness to itself starts with scaling in an assymetric state of affairs.
