President Barack Obama " who visited Russia in July " has vowed to “reset” U.S.-Russia relations. Beyond Iran, Lavrov said U.S. and Russia negotiators have made “considerable” progress toward reaching agreement on a new strategic arms treaty. The 1991 Strategic Arms Reduction Treaty, or START, expires in December and negotiators have been racing to reach agreement on a successor. The two diplomats also discussed possible cooperation on missile defense following Obama’s decision not to proceed with Bush-administration plans to base such a system in eastern Europe. Russia has welcomed Obama’s new approach, but has said it was eager for more detailed information. Clinton said the U.S. would be as transparent as possible. “We want to ensure that every question that the Russian military or Russian government asks is answered,” she said, calling missile defense “another area for deep cooperation between our countries.”

Israel would have to contend with the fact that it has consistently had a "red light" from both the Bush and Obama administrations opposing such strikes. Any strike that overflew Arab territory or attacked a fellow Islamic state would stir the ire of neighboring Arab states, as well as Russia, China and several European states. No one knows what specialized weapons Israel may have developed on its own, but Israeli intelligence has probably given Israel good access to U.S., European, and Russian designs for more advanced weapons than the GBU-28. Therefore, the odds are that Israel can have a serious impact on Iran's three most visible nuclear targets and possibly delay Iran's efforts for several years. The story is very different, however, when it comes to destroying the full range of Iranian capabilities. There are no meaningful unclassified estimates of Iran's total mix of nuclear facilities, but known unclassified research, reactor, and centrifuge facilities number . . .

I abhor looking to other countries...hoping...that they will protect our overseas military or even our homeland.

Seems someone has not even watch the iconic Eastwood flick "Heartbreak Ridge" on how to survive and win "You're Marines now. You adapt. You overcome. You improvise," says Eastwood's character. As several marines, one US and one Aussie, advised about the same topic: Trust the terrain, not the map. The plan calls for training Afghans to fight the fight we want them to fight and the way we would fight it. People who care about each other, innovate, adapt, and overcome win - or at least don't lose because they took the advise of someone 10,000 miles away with no eyes on the ground and butt on the line.

POPS Retreat! In a briefing at the Pentagon, Mr Gates said that the new system could be operational six or seven years before the Bush-era shield would have come online, more effectively replying to future threats. Mr Gates said that the initial stage of the new American plan would see the deployment of Aegis-equipped ships, armed with interceptors, giving the military the ability to move the system around. Another key to the near-term network would be new, more mobile radar used to detect and track short- and medium-range missiles if they were launched from Iran. Mr Gates said that a second phase of the plan would add a modified version of a land-based missile that is still being developed. He said that the United States had told the Czech Republic and Poland that they would be part of that stage of the system, which will not be in place until 2015 - but could still result in American missiles being based in Eastern Europe.

If this turns out to be true, then it just fits the same sad-sack pattern of all of Obama's diplomacy so far: "engagement" and appeasement as a tradeoff for rebuffs and humiliation. Maybe world powers don't want to negotiate and engage. Maybe they want to get as much power and wealth as they can, while they can. Maybe negotiation and engagement are just playing into their hands, then. Stratfor Intelligence Guidance for today says, Ballistic missile defense (BMD) as a military system had no significance for either Poland or the Czech Republic. It was not designed to defend them. Rather, its presence was a symbol to both countries that the United States was prepared to defend them, because it has a vital strategic asset in their countries. Russia considered missiles on its border to be a threat and was determined to stop the project, threatening a military strike and also targeting European cities with nukes.

POPSSmarttough diplomacy at work? I certainly hope so. For the US to get Russian concessions on its support of Iran would practically mean that missile BMD would be superfluous. I don't think we're abandoning allies like the Czechs and Poles either. We don't need BMD to be loyal to them. At least, this is what I hope US authorities are assuring them today. It's not too much to expect that at least this much common sense is on display. It's past time to push Iran into a corner. It's the key insurgency in the region. The Islamic movement had its first success there and it must end there for it to end at all. If this is what it takes, then I say my hat's off to Obama. I'm changing my opinion 180 degrees. Bush would never have dared such a move.

POPSVenezuela to Get Russian Missiles Venezuela is involved in a long-running diplomatic stand-off with neighbouring Colombia, over the latter's plans to allow US troops greater access to its military bases. Colombia says the US forces will help in the war against drugs and left-wing guerrillas and will not destabilise the region. Mr Chavez, a fierce opponent of US foreign policy, did not say how many missiles he had ordered. Russia has been strengthening its ties with several Latin American countries, including Venezuela. Venezuelan President Hugo Chavez is a very interesting person, making profound changes in his nation and strong in his opposition to many U.S. policies. He's in the headlines today for new laws that cut out state support for Catholic education in the schools, introduction of "socialist doctrine," (about'The Liberator', Simón Bolívar), restrictions on hostile media and (gasp!) rights of the government to expropriate property. He opposes Israeli policies of warmongering, apartheid and genocide, is not only forming alliances with Russian and Iran but is building up a substantial coalition of Central and South American countries. The clip here is about the U.S. now planning to put "troops on the ground in Columbia," - (after a lifetime of covert military actions --- Columbia is one of the USA proxy armies in the region). POPSWhat are two Russian subs doing off the US coast? Maybe they are going to offer rides on the subs for a small fee. Hopefully it will be cheaper than the $25 million to go to the space station. I suppose anyone wanting to take a ride will have to boat out 200 miles to their position, since it does not sound like they can drive in to pick ya up. Suppose it is a good way to raise some funding during economic crisis, just offer sub rides. Anyone have a boat and want to go out? ;-)

The location of the second remained unclear. I hope no Gloucester draggermen snag ‘em. Could be awkward. The submarine patrols come as Moscow tries to shake off the embarrassment of the . . .
