We have urged China to join us in our quixotic attempt to prevent global warming. She has refused, arguing that her per capita consumption of energy is the lowest of any industrial country. Except for the leftist economists, economics tells us that we should let the prices of different energy sources determine when a new source is ready for development. No subsidy would be required if we let the market make the decision. Totalitarian China accepts this approach; free market U.S. takes the Soviet prescription. American firms are currently not investing in the United States. Net non-residential investment is barely enough to replace capital that is wearing out. Instead, billions have been wasted by corporate managers who have been engaging in such foolishness as buying back corporate stock. All this does is increase share prices that will supposedly justify management bonuses when earnings stagnate. Even banks did this throughout the run-up to the financial crisis, . . . . .

If after the headline, the story said 650 universities and colleges to offer 50% of their classes online and limit their sports programs to competing with institutions within 50 miles from each other, I might believe they were serious and you would probably agree. But since colleges and universities are businesses first, their signing letters of good intention are just about as effective as business and governments doing the same. And I should add, most of us just sign on as well and do noting to change our I'll-use-all-the-energy-I-can-afford life style. Example: A local USEPA office built next to the University of Cincinnati has no sidewalk access directly into its property. I have to walk in the driveway in competition with vehicles. They assume everyone will drive there, then park and walk. Grin. And Kroger Foods, assumes you will drive in park,walk a little way then ride around in a cart that makes it look like they are being nice to disabled people.

Question 3: Does Cash for Clunkers actually help the environment? According to Gwen Ottinger, a researcher at the Chemical Heritage Foundation's Center for Contemporary History and Policy in Philadelphia, the answer is hazy at best: Building a new car, washing machine or refrigerator takes energy and resources: The manufacture of steel, aluminum and plastics are energy-intensive processes, and some of the materials used in durable goods, especially plastics, use non-renewable fossil fuels as feedstocks as well as energy sources. It consists of believing something will happen just because you wish it would. Wind and solar now provide less than 1 percent of America's energy needs. The likelihood, based on projections by experts, is that oil and gas must be relied on overwhelmingly to meet the country's energy needs for at least two more decades. But amazingly enough, the Obama administration is worried about domestic "overproduction" of oil and gas. So Obama has proposed removing all tax incentives to produce oil and gas, slapping a 13 percent excise tax on all energy derived from the Gulf of Mexico,
