Correct me if wrong but if someone is witness to an alleged crime, subpoenas are used to legally force them to testify. They were trying to get evidence for a grand jury, but still I think it applies. This was outside the normal legal means, a clear mark of desperation and even attempting to fix the case, perhaps even create false testimony through bribery. This appears to be an attempt at Top-Down conspiracy to frame Ivins for the Anthrax case , and after paying Hatfill $5 million in a settlement (hush money) where they admitted no wrong doing. The FBI should be investigated for this, they are not above the law!
