It eases restrictions on federally protected activities. The FBI says there are some 8,000 hate crimes reported around the country in a year. More than half of those are motivated by racial bias. Next most frequent are crimes based on religious bias at around 18 percent and sexual orientation at 16 percent. Hate crimes occur when a perpetrator targets a victim because of his or her membership in a certain social group, usually defined by race, ethnicity, religion, sexual orientation, disability, nationality, age, gender, gender identity, or political affiliation. "Hate crime" generally refers to criminal acts which are seen to have been motivated by hatred of one or more of the listed conditions. Incidents may involve physical assault, damage to property, bullying, harassment, verbal abuse or insults, or offensive graffiti or letters.

The 10-year contract that is now awaiting final approval of lawyers gives APF the option of building a training facility, said Al Peterson, spokesman for the Hardin economic development authority. APF has said it plans to invest $30 million in the site, including $17M in the training facility, where law enforcement will get sniper training and learn "DNA analysis" skills. And where is American Police Force getting the money for this venture? Company spokeswoman Becky Shay -- until about a week ago the Billings Gazette reporter covering APF -- says they are no plans to answer that question. She did not respond to a request for comment. The public has an legal obligation to let the government know when they are displeased, and the only part that armed thugs in police uniforms need to play in this is to insure that the traffic flow continues (around the demonstrations), and that property is not destroyed. That's what they get paid to do. It is not the job of "police" to censor or to silence whatever the public has come out to say-to the so-called powers-that-be.
