Although the United States had mounted two previous successful peacekeeping operations in Lebanon in 1958 and earlier in 1982 (to facilitate the evacuation of P.L.O. forces from Beirut that had been defeated by Israel), the ignominious end of the MNF intervention brought disastrous consequences. The failure of the peacekeeping mission led to renewed fighting between Lebanese factions and the ascendancy of Hezbollah, backed by Iran and Syria. Moreover, the Marine barracks bombing, which was the deadliest terrorist attack against Americans before the 9/11 attacks, later inspired Osama bin Laden, who viewed the United States as a “paper tiger” because of its rapid withdrawal of peacekeeping forces from Lebanon and Somalia after suffering casualties. POPSUS pays Uganda to arm Somali fighters The UPDF, which is in Somalia as part of an African Union peacekeeping force to the country, is said to have been paid up to $10 million (Shs21b) for arming and training the TFG fighting force. This is the first time the arms-for-cash deal is being made public and the revelations could mean that the UPDF was violating the neutral terms of its peacekeeping mandate by arming one of the combatants.

But global taxes cannot be ruled out.

POPSAU official calls for Somali elders to help stop piracy A communiqu issued Friday after an EU/AU leadership meeting also urged the United Nations to play a role in bringing stability to Somalia. In unusually pointed language, the statement said the two continental groupings 'await with interest' the U.N. Security Council plan for establishment of a multi-national stabilization force that could reinforce the beleaguered 3,400-strong African Union peacekeeping force currently in Somalia. The Security Council has been reluctant to send a peacekeeping force to Somalia, with some diplomats arguing there is no peace to keep.

POPS Somali Fighters Hunt Pirate Crew Al Jazeera's Mohammed Adow, reporting from the Kenyan port of Mombasa, said that more Somalis were becoming involved in piracy every day because of the money that can be made from the huge ransoms paid by ship owners. "They are being joined by former fishermen, former officials of the Somali navy and even students," he said. Efthimios Mitropoulos, the head of the International Maritime Organisation, spoke of "a series of negative repercussions" if ships had to reroute. Mitropoulos said the UN Security Council needed to strengthen the mandate of anti-piracy forces with "clear rules of engagement" and to make states bring to justice pirates they captured. "Piracy, as well as the recent terrorist attacks against international targets, are only symptoms of the fundamental problem which is the state of anarchy in Somalia," Raisuddin Zenenga, UN assistant secretary-general for peacekeeping, said in New York.

POPSUN vehicle seized in Darfur The driver was robbed of his personal possessions, his UN identity card and a hand-held radio. UNAMID reported the incident to the Government of Sudan police and National Intelligence for Safety and Security. The peacekeeping mission in Darfur is working with Sudanese police forces to try to improve their respect for human rights and their ability to enforce the law. UNAMID police in West Darfur are currently preparing to conduct a training course designed for Sudanese Movement Police. The Sudanese forces will be trained in law enforcement, human rights, community policing, child protection and protection of women. The course will be held from November 9 to November 27 and is expected to be attended by 90 local police officers.
