Tests reveal that counterfeit cigarettes carry a bevy of products that could further shorten even a heavy smoker’s life: metals such as cadmium, pesticides, arsenic, rat poison, and human feces.

 This is a very good idea; banning people with deadly weapons from using drugs that raise their stress levels. Note: Smoking does not actually relieve any existing stress you might have. What nicotine does is add an additional stress to your body; the stress of nicotine addiction. The only relief you feel when you smoke is the relief from the nicotine craving. Your normal stress levels do not go down, so you are still suffering all the harm of whatever stress you're under. Then, as the craving for nicotine returns, that additional stress is added on top of whatever stress your normal day puts on you. Less stressed soldiers sounds like a good idea to me.
