At some point, aren't we all going to have to stop looking upon New Orleans' residents as perpetual victims of a natural disaster that occurred over four years ago? So far, the US has spent billions of dollars in aid and committed significant resources to the crescent city. It is becoming a bottomless pit. A rabbit hole. In stark contrast, observe how the thousands of eastern Iowa flood victims have handled their own natural disaster since 2006. You do not hear about Iowa because most Iowans are not culturally inclined to assuming the role of lifelong victims. The indigenous population of New Orleans, on the other hand, seems both intent and destined to remain forever wards of the state. At some point, New Orleans constituents will need to look inward and ask themselves whether they have any responsibility in their own recovery.

POPS Military planning for possible H1N1 outbreak Civilian authorities would lead any relief efforts in the event of a major outbreak, the official said. The military, as they would for a natural disaster or other significant emergency situation, could provide support and fulfill any tasks that civilian authorities could not, such as air transport or testing of large numbers of viral samples from infected patients. As a first step, Gates is being asked to sign a so-called “execution order” that would authorize the military to begin to conduct the detailed planning to execute the proposed plan. These incidents will not be real; however, the responses to them are intended be as realistic as possible. In all cases, every effort has been made to balance realism with safety, while still allowing the creation of an effective learning and evaluation environment. Likewise, all participating agencies have balanced their participation in this exercise with their requirements for real-world emergency response and protection. The areas where the full-scale exercise will be undertaken will be clearly marked and will have an appropriate off-limits perimeter established. Law enforcement personnel will be assigned to direct and provide safe passage for motorists while the exercise is being conducted.

POPSWind power is a complete disaster The Ontario Power Authority advises that wind producers will be paid 13.5¢/kwh (more than twice what consumers are currently paying), even without accounting for the additional costs of interconnection, transmission and back-up generation. As the European experience confirms, this will inevitably lead to a dramatic increase in electricity costs with consequent detrimental effects on business and employment. From this perspective, the government’s promise of 55,000 new jobs is a cruel delusion. A recent detailed analysis (focusing mainly on Spain) finds that for every job created by state-funded support of renewables, particularly wind energy, 2.2 jobs are lost. Each wind industry job created cost almost $2-million in subsidies.
