The mechanics union says major U.S. domestic carriers dramatically increased outsourcing in recent years, and now spend nearly two-thirds of their maintenance dollars on contract repair stations here and abroad, including facilities in operations in China, El Salvador, Mexico, and the Philippines. Foreign repair stations are not required to have the same number of FAA-certificated mechanics, or the same security rules, as airline-owned repair facilities in the U.S., the union noted. While U.S. air carriers have outsourced maintenance for years to both domestic and foreign repair facilities where repairs are cheaper, the practice has grown in recent years. From 1996 to 2006, air carriers continued to increase the percentage of maintenance dollars spend on outsourced maintenance---from 37 percent to 64 percent. In 2006, $3.7 billion of the $5.7 billion spent on maintenance was outsourced, said the DOT IG. Of the heavy maintenance outsourced by nine U.S. airlines in 2006 . . .

Travis and Michael each had a 50 percent chance of inheriting PKD. And if pre-donation testing revealed that one of them had the disorder, that brother might never be able to get health insurance. As a result, their doctors had advised not getting tested. After all, new research suggests that lack of insurance increases a working-age person’s risk of dying in any given year by 40 percent. “At the time David needed a transplant, the people closest to him couldn’t even offer a lifesaving donation — for insurance reasons,” said Mr. Waddington’s wife, Susan.

These figures make clear that costs cannot be the real concern of lawmakers who oppose the House health care legislation and yet supported the Bush tax cuts. Their position seems to be that showering benefits on the wealthiest five percent of taxpayers and leaving the bill for future generations is preferable to making health care available for all at a much lower cost and paying that cost up front. That demonstrates a different set of priorities than most Americans have, but it doesn’t demonstrate much concern about costs.

Some of the oil companies that joined the partnership are taking part in an oil industry campaign against the climate change bill in Congress. The campaign features public rallies against the bill in places such as Houston and Greensboro, N.C., coordinated by the industry's main lobbying group, the American Petroleum Institute. The rallies are designed to look like grassroots affairs. But an e-mail from the institute to oil company executives outlining the campaign and asking them to participate was leaked to Greenpeace, which released it to the public. ConocoPhillips, a member of the climate change partnership, posted a note on its Web site encouraging people to go. BP, another partnership member, told employees about the rallies but did not encourage them to attend, according to a company spokesman. As a result, observers wonder whether the partnership could lose some of its effectiveness, just as the debate over global warming legislation moves to a critical stage. "It's
