A brief look at the state’s rationing policy demonstrates how out of whack the Oregon Health Services Commission’s medical priorities are. For example, under the OHSC directive, a person in need of an emergency appendectomy (prioritized 84th) would be denied that treatment before an individual in need of treatment for “tobacco dependence” (ranked 6th). The state’s prioritization database reads like a case study in medical prioritization turned on its head. Like those pushing preventive care in the current national debate, administrators say the rationing program’s foundational focus is on prevention rather than on actual medical conditions and emergencies. This was borne out of a desire to save the government more money in the long run. Gary Hummel, training committee chairman for the U.S. Airline Pilots Association, said Monday that the pilots do train for dual-engine failures in simulators, but at much higher altitudes. Mr. Hummel, who has flown the A320 in the past but now flies Boeing 767s for US Airways, says the carrier's pilots "do not practice ditching" in simulators. But in addition to basic flying skills, the ditching also underscores another factor pilots should consider in surviving such emergencies: the need to quickly choose a course of action, even if it goes against normal procedures. Barely 30 seconds after his aircraft hit the birds and lost nearly all thrust from both engines, the captain disregarded the advice of air-traffic controllers and decided that ditching in the Hudson was the best option. "The timeliness of that decision gave the crew time to set up properly" for touchdown more than two minutes later, "Good judgment allowed them to use their skills to make that perfect landing."

Please excuse my snarkiness, but since my trust in Bush's reasoning has been shaken (by just about everything he does) I get just a little concerned when the military begins beefing up their numbers in the name of 'domestic security'. I want to believe the Pentagon is looking out for our best interests but I can't help thinking they know something we don't and won't tell us. If the U.S. is attacked it would be good to already have more security available but I can't shake the admitted paranoid feeling that something big is waiting just around the bend. And I don't think it is going to be welcomed.

As former California congressman Dan Hamburg said earlier this year, the 2007 National Defense Authorization Act gives the executive the power to invoke martial law in case of “major public emergencies,” not limited to “a natural disaster, a disease outbreak, a terrorist attack,” but also “any other condition in which the President determines that domestic violence has occurred to the extent that state officials cannot maintain public order.” Obviously, a financial crash and ensuing social chaos of the sort now being implemented by the ruling elite would be characterized as a dire emergency and a near perfect excuse to impose martial law, a long standing goal of the elite. As the Army Times reported last month, a battle-hardened “homeland” brigade is now “going domestic” after spending time in Iraq. It appears this illegal deployment (under Posse Comitatus) is designed to respond to “public disorder” as the economy is deliberately and cynically dismantled at the behest of our rulers.

Equipping people to deal with climate change could mean simply giving state and local planners access to a wealth of existing information--such as calculations made by the National Oceanic and Atmospheric Administration (NOAA) that could indicate how far inland storm surges would move if sea levels were higher.
