The increased aggressiveness of military recruiters is due in major part, according to the report, to the increased pressure to meet enlistment quotas caused by ongoing U.S. military operations in Iraq and Afghanistan to which nearly 200,000 soldiers and marines are currently deployed. The deaths reportedly all were the result of shoddy workmanship in the grounding of electrical sources, both in permanent structures and in machinery when in use.   Officials close to the Haditha case said they think prosecutors dismissed the charges in order to pursue Wuterich aggressively at trial. The cases against three of the Marines accused of shooting civilians have fallen apart, and Wuterich remains the only one left for prosecutors to target for accountability. Wuterich led the Marine squad and allegedly told his troops, as they approached a group of civilian homes that day, to shoot first and ask questions later.

 Dennis met Nubs in the Al Anbar Province where the dog ran wild at an Iraqi Border Fort. When Nubs was a puppy, an Iraqi sliced off most of his ears in an attempt to make the dog tough and more alert. Another time, Nubs was stabbed with a screwdriver, and Dennis nursed him back to health. When Dennis' unit, the Border Transition Team, moved camp 70 miles away, Nubs somehow tracked them to their new location two days later. It was against the rules to keep the dog in camp, and friends jumped in to bring Nubs to San Diego. “Once he found us there, it seemed like this was supposed to have happened,” Dennis said Saturday. “After he walked all that distance, it seemed like he was supposed to end up in San Diego.” Dennis said his first outing with Nubs will be a jog on the beach. “It will consummate the whole journey, going from the sand of Iraq to the sand of San Diego.”

The active duty Army, which is by far the largest service with about 518,000 soldiers, also saw the highest rate of reported sexual assaults. The Army had 2.6 reports per 1,000 soldiers; the Air Force, 1.6 reports per 1,000; the Marines, 1.1 per 1,000; and the Navy, 1 per 1,000 sailors. The average was 1.8 sexual assaults reported per 1,000 military members. Also, this is only the second full year in which the military has included in the totals sexual assaults that are filed under a program that allows victims to report the incident and receive health care or counseling services but does not notify law enforcement or commanders. Of the 2,688 reports filed last year, 705 were initially made under that restricted program. But victims are allowed to change their minds and pursue an investigation later, and that was done in 102 of those cases, thus 603 remain restricted.
