The actor Benicio del Toro won best actor at the Cannes Film Festival this month for his portrayal in Steven Soderbergh's four and a half hour epic Che. Camilo Guevara, a son, who participated in the forum, said he welcomed the film as long as it was faithful to his father's memory.

 Lugo calls himself an independent and has steered clear of Latin America's more radical leftwing leaders, such as Venezuela's Hugo Chávez and Evo Morales in Bolivia. But he is seen as a likely ally of moderate leftist presidents in the region. Lugo, nicknamed the "bishop of the poor", was confident Paraguayans would elect him in the hope of seeing "a different country", likening himself to a David fighting a "monstrous Goliath". The Colorado party has stayed in power by means of democracy and dictatorship, ruling even longer than Cuba's Communist party. Eight months ago, Lugo welded unions, Indians and poor farmers into a coalition with the main opposition party to form the Patriotic Alliance for Change. Many ordinary Paraguayans had become fed up of what they saw as a corrupt establishment, that failed to safeguard the poorest in a country landlocked by wealthier neighbours Argentina and Brazil, and economically dependent on its agricultural and hydroelectric power exports.

Lizarbe, one of the few survivors of the massacre, testified Monday before U.S. District Judge Adalberto Jordan saying she watched soldiers under their command rape and torture women and children. Another plaintiff, Baldeón, also gave an emotional testimony about the Accomarca massacre; she was 12 years old at the time. The plaintiffs each testified that they survived by hiding from the soldiers. Despite Lizarbe's own escape, her mother, four brothers and a sister were killed . Soldiers also murdered Baldeón's mother and brother. The plaintiffs testified about life after such a devastating loss and their on-going struggle to heal.

CIA involvement in murderous Operation Condor

 The US ambassador to Paraguay, Robert White, feared that the US connection to Condor might be publicly revealed at a time when the assassination in the USA of Chilean former minister Orlando Letelier and his American assistant Ronni Moffitt was being investigated. White cabled that "it would seem advisable to review this arrangement to insure that its continuation is in US interest." This demonstrates that the US facilitated communications for Operation Condor, and has been called by J. Patrice McSherry (Long Island Univ.) "another piece of increasingly weighty evidence suggesting that U.S. military and intelligence officials supported and collaborated with Condor as a secret partner or sponsor." It has been argued that while the US was not a key member, it "provided organizational, intelligence, financial and technological assistance to the operation."

The only way Ecuador can buy down its foreign obligations is by selling its rain forests to the oil companies. "For every $100 of crude taken out of the Ecuadorian rain forests, the oil companies receive $75. Of the remaining $25, three-quarters must go to paying off the foreign debt. "Most of the remainder covers military and other government expenses — which leaves about $2.50 for health, education and programs aimed at helping the poor."

After meeting Mr Uribe he released a group of Colombian paramilitaries arrested in 2004 on mysterious charges of plotting a coup in Venezuela. He also surprised people in both countries by saying he was anxious to resolve a long-standing territorial dispute with Colombia over the Gulf of Venezuela. “The hostages are the only thing the FARC have that gets them heard internationally and gives them any importance domestically,” says Gerson Arias of Ideas para la Paz, a think-tank in Bogotá. Whatever the outcome, all three parties in the coming negotiations face risks, some of which may be unexpected.

Nevertheless, most analysts recognize that Latin America’s embrace of China—to the extent that this has actually occurred—is intimately linked to its perception of neglect and disinterest from the US. But even as China seeks to reassure the US that its interests in South America are purely economic, Beijing has begun enlisting regional powers like Mexico to aid its effort to woo Central American diplomats. Given the increasing weight of the Chinese economy in the global system overall, all of Taiwan’s allies in the Western Hemisphere are under continually building pressures to formalize their budding ties with Beijing.

 US District Court in Puerto Rico absolved the FBI from the charge of using excessive force when its agents physically attacked news reporters who were covering the arrest of a pro-independence activist last year. The FBI claimed the reporters crossed a security perimeter, but no evidence was presented that such a cordon existed. Neither were FBI agents heard ordering reporters to leave the scene. Yet the court decided in favor of the FBI.
