He said that Pakistani-based militants were trying to carry out strikes within India in hopes of provoking an Indian counterattack that could escalate into a new conflict between the two nations. Mr. Gates said the groups also posed an "existential" threat to Pakistan and warned that India's government—which refrained from reprisal attacks on Pakistan after the Mumbai assault— wasn't likely to exercise similar restraint if new attacks occurred on its territory.

I think a pretty good case can be made that this kind of situation actually is the main face of the terrorist threat. Not a big well-thought-out plot centrally directed from a “safe haven” in South Asia and undertaken by brilliant covert operatives, but the desperate violent act of a clearly disturbed individual. It’s going to be very hard to prevent this sort of thing. As long as the United States remains a country in which firearms are widely available"for the foreseeable future, in other words"we’re going to be unusually vulnerable to mentally ill spree killers of various kinds, including spree killers who nod in the direction of Islamist thinking. But the larger point is that while these incidents are serious crimes and major tragedies for the victims, they hardly rise to the level of a major macro-level social crisis. The new modus operandi was to attack soft targets, including major landmarks and also kill foreign nationals. Unmasked assailers walking into public places indiscriminately shooting with machine guns, throwing grenades and also taking hostages - and this for 60 hours, all while it is being documented on world TV. Compared to a classical car bomb or suicide attack, this tactic has the advantage for the terrorists of remaining in the news for a much longer time. It has also a much higher psychological value on the population: it kills the feeling of security since terrorists can hit anywhere. Also, by attacking foreigners, the terrorists want to create panic in the Western community and project a negative image of India. Thus by shaking confidence, they want to cripple the Indian economy and dry up foreign investment.
