 At a time when nations are increasingly trying to crack down on smoking, smugglers put cheap cigarettes into the hands of those most vulnerable — young people and the poor. In addition, the trade is pushing the supply steadily into the black market, selling cut-rate cigarettes of often dubious quality. Of special concern is the advent of a massive counterfeiting industry. Once a minor problem, today underground factories in China, Paraguay, and Eastern Europe manufacture literally billions of fake cigarettes — Marlboros, Camels, 555s, Mild Sevens — an uncontrolled industry that law enforcement is only beginning to grapple with. Many of the smokes are made from the lowest quality tobacco, full of stem and sawdust, and spiked with unusually high levels of nicotine. Other packs contain far worse. Tests reveal that counterfeit cigarettes carry a bevy of products that could further shorten even a heavy smoker’s life: metals such as cadmium, pesticides, arsenic, rat poison, and human feces.

Others intimidate elderly victims to use their Medicare numbers, federal authorities say. Most Medicare schemes are based in cities such as Miami, Los Angeles, Detroit and Houston. And rather than building an elaborate hierarchy like the Mafia or other gangs, many Medicare con artists use common street criminals to recruit patients and doctors, authorities said. A Medicare scammer could easily net at least $25,000 a day while risking a relatively modest 10 years in prison if convicted on a single count. A cocaine dealer could take weeks to make that amount while risking up to life in prison. "Building a Medicare fraud scam is far safer than dealing in crack or dealing in stolen cars, and it's far more lucrative," said Lewis Morris, lead attorney at the Department of Health and Human Services' inspector general's office.

 The reality is, there are at least a half-dozen state and federal laws that could have been broken here. Even though the undercover young woman is not really a prostitute and there are no El Salvadoran girls here either, this could still meet the legal standard for conspiracy to commit these various crimes. At a bare minimum, depending on the state, it likely fulfills the elements for the crime of attempted conspiracy, which usually carries the exact same penalty as the underlying crimes themselves (prostitution, tax fraud, etc.). What’s important about prostitution and human trafficking is that they are specific triggers for the Racketeer Influenced and Corrupt Organizations Act, better known as RICO. The RICO law is designed to enable the Justice Department to go after criminal enterprises. It defines “racketeering activity” as including importing illegal aliens for immoral purposes, falsifying identification documents and immigration papers, mail and wire fraud, and . . .

 Every time I read about this issue I feel that a part of our humanity is dying. There are so many good people in the world. I just hope the balance stays to the good. A conference of women’s group’s was held in Rome Sep 9-10 to raise issues such as rape, domestic violence, female genital mutilation, access to education, and violence against young girls. While the U.N. report says most victims of traffickers are women and girls, they are also the majority among perpetrators in 30% of the countries that provided evidence on the gender of traffickers. Many former victims, pushed by psychological or financial reasons, become traffickers. According to Nigeria’s Women's Promotion and Child Protection, the government of Nigeria is doing a lot to stop human trafficking. But since the numbers are on the increase, I submit that they are not doing enough.

We in America are not affected by this, right? On average, every half-hour, one more person will have been trafficked to the US into slavery. About 14,000-17,000 are trafficked into the U.S. each year and forced to work within U.S. borders under threat of violence for no pay beyond subsistence. Coalition to Abolish Slavery and Trafficking and Free the Slaves both work to bring attention to this modern day horror. Barack Obama is still setting his foreign policy agenda. He needs to hear from all of us that the true abolition of slavery needs to be a part of his legacy.
