POPSRussia Moving into U.S. Backyard Thanks to the arrogance of the Bush/Cheney foreign policy with Venezuela, we now have talk of nuclear reactors being built in Venezuela with Russia's assistance. Relations between U.S. and Venezuela have been deteriorating for years and as a result Russia is extending its reach around the world. If we had maintained better relations with Russia, this would not cause Americans much concern. But the reality is that we now have two oil rich nations trading nuclear technology and weapons that are not motivated to work with the U.S.

The system -- which relies on selling structured notes made up of the sovereign debt of other South American nations -- allows Venezuelan banks and individuals to buy dollars at the official exchange rate of 2.15 bolivars, about half the black-market rate. With annual inflation at 34.5%, analysts say the bolivar would be considerably weaker without the structured note sales. The Finance Ministry could hold the notes to maturity instead of unwinding them in the hope the underlying bonds recover in value. But there is a high risk that they depreciate further. The fund in which the notes are held, Fonden, finances many of the projects that Mr. Chávez touts as part of his socialist "Bolivarian Revolution."

Venezuela followed suit to show solidarity and Honduras has refused to accept the credentials of a new US envoy. Venezuelan President Hugo Chavez said the unrest in Bolivia was "a conspiracy directed by the US empire", likening it to the 1973 CIA-backed coup which ousted Chile's President Salvador Allende. The US says it regrets the recent diplomatic expulsions and has rejected Bolivia's allegations against its ambassador.

Later, Chavez called the U.S. the "empire" as he addressed troops at the christening of a newly built coast guard patrol ship. He dismissed comparisons to the Cold War, but mentioned Cuba while saying he had been reviewing flight theory in a simulator in hopes of flying one of the Russian planes. Even though the cartel argued that the sudden drop in crude as due to "over-supply", OPEC's most powerful member knows that the drop may only be temporary. The downward pressure on oil got a second hand. Brazil has confirmed another huge oil deposit to add to one it discovered off-shore earlier this year. The first field uncovered by Petrobras has the promise of being one of the largest in the world. That breadth of that deposit has now expanded.

PetroCaribe is a regional energy security alliance between Caribbean countries and Venezuela established in 2005. The alliance enables its 17 member countries to purchase Venezuelan oil under a flexible credit payment system.
