 This is a classic case of "Forked Tongue". The following is from the article. "This is a pattern for the CIA. In an earlier era they were in partnership with a different set of drug dealers in South America. These drug dealers were interested in selling cocaine and the CIA needed money to finance its secret wars against the people of South and Central America. A natural alliance evolved between cocaine cartels and the CIA, since both had identical interests, namely to crush any popular government that considered land reform or nationalization of industries." One of the more prominent drug dealers in that story was Manuel Noriega, Panama’s military strongman. Noriega was on CIA payroll from the 1950’s until the mid-80’s. He was also a coke dealer, an ally of Pablo Escobar of the Medellin Cartel.   There are further concerns about rights and liberties. For the first time Jobcentres will be able to share information with the police, the probation service and "others" to check the "accuracy" of information provided by the claimant. This could include information about drug-testing on arrest, court orders and sentencing and substance-related treatment received in prison or the community. While the bill protects against evidence acquired by Jobcentres being used in criminal proceedings against the claimant, the information sharing is two-way with no obvious barrier preventing the police using the information to prompt or inform a line of inquiry or criminal investigation.

 Reform campaigners have long argued that criminalization enriched drug cartels, fuelled savage turf wars, corrupted state institutions and filled prisons with addicts who presented no real threat to society. The US used its considerable influence to keep Latin America and the UN wedded to hardline policies which kept the focus on interdictions and jail sentences for consumers as well as dealers. The "war" was first declared by the Nixon administration. It’s about time more countries began viewing drug abuse as the medical problem it is. For some encouragement in support of this new direction look to Portugal who in 2001 decriminalized drug use and possession. Dealers are still jailed and subject to fines but users are sent to rehab and many don’t even use anymore.
