Hall, 27, is a rising star on the world running circuit and made headlines last year by running the London marathon in a stunning 2:06:17. Americans once dominated long-distance running, bringing home consecutive gold medals from 1970-82. Marathon legend Bill Rodgers won the New York City four years in a row from 1976 to 1979, and Alberto Salazar took walked away with successive victories from 1980-82. The marathon, which began in 1970 with a mere 127 runners, now hosts 38,000 athletes from around the globe, according to the marathon's Web site. Known for its diverse, punishing terrain, the annual event spans all five of New York's City's boroughs, finishing in the heart of Central Park. Keflezighi and Tulu will each receive $130,000 in prize money.

This sheriff has to be out of his mind. Not only is he wasting taxpayer money chasing this ridiculous excuse for news but he arrested eight people non of which were Michael Phelps. All of this over a bong hit its unreal, its not like he was selling it. And this coming from someone who thinks SOMEONE should be selling it legally. I hope it was all worth it to the person who sold the photo in the first place. All Phelps was guilty of was being stupid enough to take the hit in what amounts to a public place. I doubt he's a regular user though so in his defense I can understand him not having a close group of friends with which to enjoy some weed with in a more private setting. He was at a party blowing off some steam cut the kid a break. Phelps was much better off hitting that bong than he would be drinking the beer in the background of the photo. Millions of Americans smoke weed once in a while and unless you count the gold medals Michael Phelps is no different from them. I

Close to 800,000 people were arrested for marijuana last year, and the vast majority for only possessing small amounts. Harry Levine and Deborah Small put out a report last year that found that between 1998 and 2007, New York City police arrested 374,900 people for low-level, misdemeanor marijuana offenses. That is more than eight times the number of arrests on the same charges for the previous 10-year period (between 1988 and 1997), when 45,300 people were picked up for having small amounts of marijuana.
