Cossiga’s tendency to be outspoken upset the Italian political establishment, and he was forced to resign after revealing the existence of, and his part in setting up, Operation Gladio. This was a rogue intelligence network under NATO auspices that carried out bombings across Europe in the 1960s, 1970s and ’80s. Gladio’s specialty was to carry out what they termed “false flag” operations-terror attacks that were blamed on their domestic and geopolitical opposition. In March 2001, Gladio agent Vincenzo Vinciguerra stated, in sworn testimony, “You had to attack civilians, the people, women, children, innocent people, unknown people far removed from any political game. Should we learn from what we now know of these incidents from our recent past and what we now know to be the truth, that we should not trust what our governments about what appears to be the situation. We only seem to have achieved to give away the rights that our citizen gained. For what? Increased security? What increased security and at what cost in money and loss of liberties? Vor einem Jahr war Papst Benedikt XVI. in Bayern und hielt seine nachmals berühmte Regensburger Rede. Aber was genau war es eigentlich, was dann zu wütenden Protesten in Teilen der islamischen Welt führte? Es war dieses Zitat des Papstes aus einem mittelalterlichen Streitgespräch: „Zeig mir doch, was Mohammed Neues gebracht hat, und da wirst du nur Schlechtes und Inhumanes finden wie dies, dass er vorgeschrieben hat, den Glauben, den er predigte, durch das Schwert zu verbreiten”. Trotz der Proteste und Polemik hat der Papst sich für diese Worte nicht entschuldigt. Er bedauerte nur, dass das Zitat Anlass zu Missverständnissen geworden sei. Ein besonderes Anliegen sei es ihm gewesen, das Verhältnis von Glaube und Vernunft und die Notwendigkeit des interreligiösen Dialogs ... aufzuzeigen. Hier bedürfe es der Selbstkritik und der Toleranz, die die Ehrfurcht vor dem, was dem anderen heilig ist, einschließt. Papst-Sekretär nennt die Rede im Rückblick „prophetisch”.
