Contact between Israeli and Iranian officials is sporadic and only takes place at international forums - no formal meetings between the two countries have occurred since the 1979 Iranian revolution. Officials from Egypt, Jordan, Turkey and other regional countries also took part in the three-day meeting and it is believed the talks floated an idea for a further regional conference - possibly hosted by United Nations Secretary-General Ban Ki-moon - to outline the broad aims of a treaty to create a Middle East nuclear-free zone. Similar ideas have stalled in the past over the long-running Israeli-Palestinian conflict and questions of security guarantees for Israel. But last month's talks in Egypt attempted to skirt such obstacles by focusing on proposals to safeguard any fissile material in the region that could potentially be used for nuclear weapons.

WHO chief Dr Margaret Chan said the move did not mean the virus was causing more severe illness or more deaths. "Classifying the virus as a pandemic does not mean that the virus has suddenly become more deadly," says the BBC's health correspondent, Jane Dreaper. "But it does send a clear signal to health officials and businesses to continue planning for the possibility of large numbers of people catching the virus."

He said a UN investigation found conclusively that Israel was responsible for attacks on several schools, a health clinic and the organization's Gaza headquarters. We're not sure how effective it will be, but it's certainly ambitious as it seeks to reorder the world economy in a de facto repeal of the Industrial Revolution. Under the supervision of the U.N., free trade would die, industries that survived could be relocated across borders, and we would have mandatory carbon offsets and cap-and-trade imposed on a global scale. Part of the "framework" of this new and more draconian Kyoto pact is a new kind of tariff known as a "border carbon adjustment" that the note describes as "a levy on imported goods equal to that which would have been imposed had they been produced domestically." In other words, if the exporting country does not impose a carbon tax, the importing country will. Under this global climate regime, tariffs would be allowed "as protective barriers to shelter producers of climate-friendly goods." The note endorses subsidies for producers of goods that are deemed "environmentally sound."

Bolivia is the third-biggest producer of coca in the world after Colombia and Peru, and total production was about 28,900 hectares in 2007, more than double the 12,000 hectares allowed under Bolivian law, according to the most recent UN drug report. The Bolivian leader says the problem of drug trafficking should be stopped by curbing consumption in major markets like the United States and Europe.

President Omar al-Bashir was charged in an International Criminal Court arrest warrant with war crimes and crimes against humanity for targeting civilians. Ban told Obama his support for climate legislation is "encouraging", but said 2009 is a "make-or-break" year for the U.N. and its member countries on global warming, Darfur and other prominent conflicts.
