POPSIraqis Terrorised by Child Kidnaps The authorities say they cannot provide figures for exactly how many kidnappings have taken place since the beginning of the year, but some estimates suggest the number could be as high as one per day. Brig Gen Faisal Mohsin, a senior police commander in Baghdad, told the BBC he believed at least some of the ransom money was funding insurgent activity. "Iraqi forces have become more professional now, and they are on high alert," he said, "pursuing all kinds of crime, and cutting off the sources that fund terrorism. So some of the terrorists have started financing their activities by kidnapping children." The situation has become so acute in Baghdad that the ministry of education has instructed schools to take special precautions.

Some pay homeless people on Los Angeles' Skid Row for Medicare or Social Security numbers to use in fake billing invoices. Others intimidate elderly victims to use their Medicare numbers, federal authorities say. Most Medicare schemes are based in cities such as Miami, Los Angeles, Detroit and Houston. And rather than building an elaborate hierarchy like the Mafia or other gangs, many Medicare con artists use common street criminals to recruit patients and doctors, authorities said. A Medicare scammer could easily net at least $25,000 a day while risking a relatively modest 10 years in prison if convicted on a single count. A cocaine dealer could take weeks to make that amount while risking up to life in prison. "Building a Medicare fraud scam is far safer than dealing in crack or dealing in stolen cars, and it's far more lucrative," said Lewis Morris, lead attorney at the Department of Health and Human Services' inspector general's office.

Scrapes and bruises were kissed and made better. Taking drugs meant orange-flavored chewable aspirin. Abilities were discovered because of a "double-dog-dare." Since then, Monterrey police have been banned from sitting in parked cars or using cell phones while on duty because of concerns they may be acting as lookouts for gangs. Police in Mexico’s third-largest city have also been prohibited from setting up sobriety checkpoints because they allegedly used them to extort motorists. Earlier this year, the Cancun police chief was arrested on suspicion of involvement in the assassination of an army brigadier general hired to root out corruption in the city. President Felipe Calderon has acknowledged that corruption permeates Mexican police at all levels. He has relied on the army to fight ruthless drug cartels, deploying tens of thousands of soldiers across the country since taking office in late 2006. Gang violence has since surged, claiming more than 13,500 lives.

POPSSchoolboy Jai Morcom beaten to death during recess "Jai was just a gentle little guy. He wasn't a fighter.'' Jai's older brother, Mayo, flew home on Friday night from the NSW ski-fields where he works, to join his devastated parents and sisters, Kyra, 26, and Jade, 22. A Year 9 student said the fight was between two school gangs. The student said: "One of the gangs stole a seat from our eating area. We stole it back and it turned into an all-out brawl (and) the teachers did nothing''. The student alleged Jai had been beaten to a pulp and ``it was really scary and intense. It was completely out of control''. A school nurse gave first aid until paramedics arrived, but witnesses said Jai was frothing at the mouth and non-responsive. Forensic detectives, NSW and Queensland police have been called in to investigate and are preparing a brief for the coroner.
