POPSMedvedev Resets The "Reset Summit" Mr Medvedev, speaking at the G8, also appeared to change his tone on the missile defence shield itself. During Mr Obama's visit he told the US leader, using markedly softer language than normal, that "no one is saying that missile defence is harmful in itself or that it poses a threat to someone". But in Italy on Friday, Mr Medvedev returned to the Kremlin's traditional posture on the system, describing it as "harmful" and "threatening to Russia". Aaaaand we're back to square one --- reset indeed. As I noted earlier in the week, the Russians are giddy that they pried loose a key concession from Obama in the form of linking strategic nuclear cuts to missile defense. POPSGore: U.S. Climate Bill Will Help Bring About 'Global Governance' In December 2007, the UN climate conference in Bali, urged the adoption of a global carbon tax that would represent “a global burden sharing system, fair, with solidarity, and legally binding to all nations.” “Finally someone will pay for these costs,” Othmar Schwank, a global tax advocate, said at the 2007 UN conference after a panel titled “A Global CO2 Tax.” Schwank noted that wealthy nations like the U.S. would bear the biggest burden based on the “polluters pay principle.” The U.S. and other wealthy nations need to “contribute significantly more to this global fund,” Schwank explained. He also added, “It is very essential to tax coal.” The tens of billions of dollars per year generated by a global tax would “flow into a global Multilateral Adaptation Fund” to help nations cope with global warming, according to the report.

POPSMajor nations drop goal of halving C02 more: The removal of a reference in the MEF draft to halving emissions by 2050 is a blow to efforts to secure a new U.N. climate pact in December. MEF nations account for 80 per cent of world greenhouse gas emissions, largely caused by burning fossil fuels. Last year the G8 outlined a "vision" of halving emissions by 2050, without setting a base year. Major developing countries did not sign up for a 2050 goal, arguing the rich first had to set deep cuts in their own national emissions by 2020. A draft G8 statement seen by Reuters today agreed the rise on global temperatures should not exceed 2 degrees Celsius. That would mark a breakthrough by EU states in convincing the United States, Japan, Russia and Canada that a 2 degrees Celsius (3.6 degrees Fahrenheit) limit is the necessary threshold beyond which climate change will reach danger levels. G8 leaders meet later today.

On Wednesday, Italian Prime Minister Berlusconi is hosting the G8 and other world leaders in l'Aquila, Italy. Although some countries are showing leadership, the G8 as a whole are behind on their promises, and Mr. Berlusconi is easily the worst of the group. He has no credibility to lead this meeting. To date, has delivered only 3% of his 2005 promise to Africa. While other countries are making aid increases in an effort to keep their word, he has cut aid. To some of us this is just par for the course, but to some it could mean the difference between life or death. With this summit, he has a last chance to earn back some of his credibility. Prime Minister Berlusconi must act decisively in the next three days to start turning his miserable failure on development into something we can take seriously. He must restore the aid cut, find additional money for agriculture as he has promised, and budget for a serious plan to get back on track for delivering the commitment he made at the

Sources are also predicting a pointed debate between the heads of the industrialized nations over an appropriate response to Iranian authorities' suppression of reformist demonstrations in Iran led by Mir Hossein Mousavi and other Iranian opposition leaders. Italian Prime Minister Silvio Berlusconi hinted in a newspaper interview earlier in the week that the G8 is due to decide on new financial sanctions against the Islamic Republic. Berlusconi disclosed that he had spoken with the heads of the G8 nations and has discussed such steps with them. According to the Italian prime minister, "the general leaning is toward sanctions." However, diplomatic sources in New York reported that American officials are working behind the scenes to prevent new sanctions from being imposed against Iran. U.S. officials claimed that a tough stance toward Iran could backfire, bringing about an opposite outcome to that desired by those who support such measures.
