If laid-off workers who have settled for part-time work or have given up looking for new jobs are included, the so-called underemployment rate reached 16.8 percent, the highest on records dating from 1994. That rate rose because the number of workers settling for part-time hours, either because their employer cut their work week or because that's all they could find, increased by about 300,000.

ABC's White House special struggled for viewers President Obama's town hall meeting on health care delivered a sickly rating Wednesday evening. The one-hour ABC News special "Primetime: Questions for the President: Prescription for America" (4.7 million viewers, 1.1 preliminary adults 18-49 rating) had the fewest viewers in the 10 p.m. hour (against NBC's "The Philanthropist" debut and a repeat of "CSI: NY" on CBS). The special tied some 8 p.m. comedy repeats as the lowest-rated program on a major broadcast network. UPDATE: ABC points out that "Questions for the President" continued after the local news during late night on "Nightline" (4.3 million) and helped boost the news program to pull more viewers than CBS' "Late Show" and NBC's "Tonight Show."

When you remove "Oh, that couldn't be..." from the discussion and just look at the evidence, one theory seems to make more sense.

Overall, 32% of the questions asked in debates were non-substantive; Only 9% of the questions concerned the economy. The debates hosted by PBS and Univision were the most substantive, with 100% and 82% substantive questions respectively. Fox and ABC hosted the least substantive debates; fewer than half the questions were substantive. The front-running candidates in both parties were more likely to be asked questions focused on trivia, while the candidates trailing badly in the polls were more likely to be asked substantive questions. For example, 73 percent of the questions posed to Dennis Kucinich were substantive, while only 51 percent of the questions given to Barack Obama were substantive, and only 59 percent of the questions for John McCain were substantive. Of those who moderated more than one debate, Salinas and Ramos of Univision asked the most substantive questions (88% and 73%, respectively). Chris Wallace of Fox (33%) asked the fewest substantive questions.
