POPSHot Air: Welcome to the Obama Administration’s “New Transparency” I’m sure it is … for analysts and Fannie and Freddie workers, but I’m not sure taxpayers should share that optimism. The report states the U.S. Treasury will receive preferred stock paying 10% dividends and warrants to acquire nearly 80% of the common shares in Fannie and Freddie. However, the Treasury has already loaned $60 billion to Fannie and $51 billion to Freddie. At this point, it’s hard to believe more money is the answer. Maybe the New York Times was right: Democrats plan to talk about deficit reduction in 2010 but not do anything about it for now. Or as President Obama puts it: “Mr. Obama calls it “a false choice” to pit spending to spur the economy against reducing the deficit. His advisers say the president, and American voters, favor both " spending to create jobs in the short term, and commitment to spending discipline and deficit reduction over the long term.”

Though NATO's role is still to defend Europe from Russia, its other function is gradually coming to the fore - that of being an instrument to use force outside Europe. The U.S. and Europe consider Russia "harmless" and weak and believe NATO can refocus on supporting American policy outside Europe. In exchange, Russia is offered the West's recognition of the status quo in Europe and postponement of admission to NATO of Ukraine and other former Soviet republics. Russia has been recognized as a regional power, but only to a certain extent and only in exchange for its help. These arrangements will stand as long as the U.S. is interested in cooperation with Moscow on specific issues. The current session of cooperation with NATO is unlikely to bring Moscow long-term military and political dividends - particularly in the face of growing risks from further involvement in Afghanistan.

the Emergency Economic Stabilization Act” and apply it to a trust fund that Frank has long wanted to create for low-income rental housing. (The measure, unfunded, was part of last year’s bailout of Fannie Mae and Freddie Mac.) Next, Frank would take $1.5 billion from TARP dividends for a so-called “neighborhood stabilization” fund. Republican critics have charged that both measures might allow federal dollars to be distributed to activist groups like the Association of Community Organizers for Reform Now, or ACORN. Republican Sen. Orrin Hatch recently complained that TARP funds are “now being used as a go-to solution to address all of our nation’s economic ills.” Hatch and Democratic Sen. Blanche Lincoln recently introduced a bill that would require that TARP money goes back to the Treasury for debt reduction. Spending the dividend payments now, as Frank proposes, would reduce the chance that TARP might ever be a break-even deal for the taxpayers.

The only sliver of good news for the family came last week following deep cost-cutting throughout the company to strip fat for possible sales. The moves sent shares up 4 percent Friday to $6.37, shoring up the trust's stock fortune to $56.6 million from its $30.8 million low three months earlier. But that's hardly enough to bankroll and restore the approximate $20 million a year the family had been spending on its lifestyle and personal charities -- even if they cash out voting-control shares at a premium.
