The phrase appears once in the Preamble, but the Preamble gives the legislative branch no authority whatsoever. "General welfare" is also mentioned once in Article I, Section 8. Here is what it actually means in that section. The powers of the legislative branch are stated in the Constitution. The powers specifically granted to the Congress are spelled out in Article I, Section 8. Franken described it as a denial of justice. "Contractors are using fine print to deny women like Jamie Leigh Jones their day in court," he said in a Senate debate. In legal papers Jones, who was 20 at the time, says she was fed a knockout drug while drinking with KBR firefighters. "When she awoke the next morning still affected by the drug, she found her body naked and severely bruised, with lacerations to her vagina and anus, blood running down her leg, her breast implants ruptured and her pectoral muscles torn‚ which would later require reconstructive surgery. Upon walking to the rest room, she passed out again," the papers say.

It's a full time job to keep up with such people and group and those that are suppose to do so often fail or are lax in their jobs (like we learned in the financial scams that keep happening). POPSObama Quietly Deploying 13,000 More US troops to Afghanistan
In addition to the deployments under way, McChrystal has also requested an extra 40,000 troops he says are necessary to prevent the country falling into the hands of the Taliban. The Afghanistan president Hamid Karzai, today expressed support for McChrystal's request. "I'm fully behind him for what he's seeking in this report," Karzai told ABC's Good Morning America. As part of the internal debate, the US defence secretary, Robert Gates, who is cautiously supporting McChrystal, is due to meet later today the vice-president Joe Biden, who is opposed to the troop increase and favours a shift in priority to tracking down al-Qaida in Pakistan. A decision on McChrystal's troop request appears to have been postponed for a few weeks. Any extra troops will come as a result of a parallel reduction in the number of US troops in Iraq. A US military planner told the Army Times: "We've increased forces in Afghanistan before we've reduced forces in Iraq in a meaningful way.

POPSDying For Freedom - (Guinea) The Guinean Organisation for Defence of Human Rights put the toll at 157 people killed and more than 1,200 wounded. Guinea's interior ministry told the BBC that a total of 57 people died during the violence. Human rights groups say they have had reports of soldiers bayoneting people and women being stripped and raped in the streets during the protest. The opposition has accused the army of taking away some bodies to hide the scale of the violence. Capt Camara denied knowledge of sexual assaults, but admitted that some of his security forces had lost control. He said he was waiting to hear exactly how many people had died. "Frankly, it saddens me immensely. Frankly, it is very regrettable," he told French radio. Capt Camara said he had not yet decided whether to run for the presidency and was unsure what the correct move would be. There has been worldwide condemnation of the violence. Video at source.
