If Democrats really want to create jobs and save themselves from a debacle in 2010, their best policy option is to stop creating so much investment uncertainty and additional barriers to business hiring. Stop trying to raise business costs by making it easier to unionize via "card check." Stop trying to raise energy costs with a cap-and-tax bill. Stop adding to the deficit and future tax burden with a 12% increase in domestic spending for 2010. Above all, stop trying to ram through Congress on a partisan vote a health-care bill that imposes a 5.4-percentage-point income tax "surcharge" on anyone making more than $500,000 a year......

Clinton, facing a deficit of 4.2 percent of GDP, pushed Congress to raise taxes on the wealthy to help trim the shortfall. “He passed it without a single Republican vote,” Podesta said. “It led to the longest period of growth in the United States history.” Ending Tax Cuts Podesta said Obama will begin by ending the upper-income tax cuts enacted under his predecessor, President George W. Bush. “Then you have to look at whether that gets you far enough of the way,” he said. On health care, Podesta expressed optimism that Congress will pass a health-care bill in the next couple of months even though so far none of the measures has won Republican support and Democrats . .

Affluent and educated workers are more likely to work for employers who provide private health benefits than are low-skilled workers and employees of small businesses. Personal tax benefits like the home mortgage interest deduction are available only to the top half of households who pay federal income taxes, and are unavailable to lower-income workers who pay payroll taxes but no income taxes. In many cases, the benefits of this tax-credit welfare state increase with income.

 During 2006, the hospital had to write off $12 million in "charity care" -- or services provided to low-income patients who couldn't pay their bills. The charity helped create a $4 million budget shortfall that year. "They were getting the most-expensive care for what should be treated in a primary-care facility," Ms. Glubka says. She began shopping the idea of a clinic for low-income residents. Sutter and another nearby hospital, Kaiser Permanente Medical Center, each committed $100,000 annually over three years. Solano County's board of supervisors voted 5-0 in 2008 to contribute $250,000. Ms. Glubka enlisted the help of La Clínica de La Raza Inc., a network of 27 nonprofit community clinics in the San Francisco Bay Area. The clinic opened last November, down the street from Sutter hospital. Sutter hospital's emergency-room staff now refer about 60 patients a month to La Clínica. With a basic examination at Sutter hospital costing about $500 -- and often going unpaid
