 This seems to envision a system under which the OPM director would administer multi-state plans that cover elective abortions, and perhaps even possess authority to require such plans to cover elective abortions, as long as the director also ensured that there was one plan that did not cover abortions (except types of abortions also funded by the federal Medicaid program). This would be a sharp break from the policy that has long governed the Federal Employees Health Benefits program, which is also a program administered by OPM, under which private plans are completely prohibited from covering elective abortions if they wish to participate in the program. The Reid manager's amendment contains a new section providing that a state "may elect to prohibit abortion coverage in qualified health plans offered through an Exchange in such State if such State enacts a law to provide for such prohibition.

Recall this from the Washington Post: “Lawmakers could save as much as $54 billion over the next decade by imposing an array of new limits on medical malpractice lawsuits, congressional budget analysts said today " a substantial sum that could help cover the cost of President Obama’s overhaul of the nation’s health system. New research shows that legal reforms would not only lower malpractice insurance premiums for medical providers, but would also spur providers to save money by ordering fewer tests and procedures aimed primarily at defending their decisions in court, Douglas Elmendorf, director of the nonpartisan Congressional Budget Office, wrote in a letter to Sen. Orrin Hatch (R-Utah).”

 Of course the law was proposed as giving a choice to die with dignity, but appears to be on the road to becoming a case of "We will not treat you, so it's your choice to die in pain or commit suicide - which we'll foot the bill for." The spokesman for the State health plan called the letter " a public relations blunder and something the state is 'working on"'. Apologising for the manner in which the actions are communicated is NOT the same as apologizing for the action. Still, that's all the State has done.

 For the most part, my insurance coverage is catastrophic only. My portion of the premiums if I were to cover eligible members of my family would cost nearly 1/4 of my bi-weekly take home pay. Obviously, if a mortgage is only supposed to by 1/3 of your monthly salary, then insurance premiums are nearly the price of a good-sized house. Adding to the 'ranks of the uninsured' is the fact of a 14.2% unemployment rate - of which my husband is one. He doesn't qualify for unemployment insurance so he isn't even counted. So, why are my premiums so high? First, because malpractice insurance for my physicians is totally out of control due to frivolous law suits, huge legal fees and the costs associated with trying even a small case. The judge, clerks, bailiffs, secretaries, etc...all have to be paid - by me, the taxpayer. Because of the need to cover themselves, doctors are forced to order complicated, often if not always expensive and sometimes unnecessary tests and procedures. Ev

 A group of 22 Democrats, including Polis and Titus, elected in 2006 and 2008 wrote a letter to Speaker Nancy Pelosi, protesting the tax as harmful to small businesses.
