 I go for the second interpretation of events. It is clear, as was beautifully laid out in an article published by Glenn Greenwald in Salon magazine on July 15, that House Speaker Nancy Pelosi (D-CA) and the rest of the Democratic Party leadership both in Congress and in the party organization, have been blocking any action on impeachment for fear of having their own complicity in Bush’s and Cheney’s crimes revealed. As Greenwald notes, the Washington Post has reported that Pelosi, along with Sen. Jay Rockefeller (D-WV) and Rep. Jane Harman (D-CA) were briefed on the administration’s use of torture and not only didn’t object, but actively encouraged it. Rockefeller and Harman, who at the time were minority leaders of the Senate and House Intelligence Committees at the time, were also briefed about Bush’s order to the National Security Agency to conduct warrantless spying on Americans.  Finally. But it's about 5 years too late. That the Democrats want to do it now that Bush only has 6 months left to go in his Presidency shows the timing is political. The hearings will be in full tilt by the November elections, helping the Democrats, but probably won't conclude in time to impeach Bush. It's a pity because if there ever were a President who deserved to be impeached and expelled from office, it's George Bush.

 It appears the Senate version is being pushed not only by Biden and Obama, but Lugar, the ranking Republican member. Lugar has worked with Obama in the past to promote more foreign aid for Russia, supposedly to stem nuclear proliferation, and has become Obama's mentor. Like Biden, Lugar is a globalist. They have both promoted passage of the U.N.'s Law of the Sea Treaty. The so-called "Lugar-Obama initiative", also known as the Cooperative Threat Reduction (CTR) program, which was designed to eliminate weapons of mass destruction in the former Soviet Union. But one defense analyst, Rich Kelly, noted evidence that "CTR funds have eased the Russian military's budgetary woes, freeing resources for such initiatives as the war in Chechnya and defense modernization." He recommended that Congress "eliminate CTR funding so that it does not finance additional, perhaps more threatening, programs in the former Soviet Union." However, over $6 billion has already been spent on the program.
