Human Rights Watch said it documented the killings of 732 civilians between January and September by the Congolese army and troops from neighboring Rwanda fighting alongside it. In the same period, it counted 701 civilians killed by the rebels they are fighting. “Some victims were tied together before their throats were, according to one witness, ’slit like chickens.’ The majority of the victims were women, children, and the elderly,” the group said. More than 7,500 cases of sexual violence against women and girls were registered at health centers during that nine-month period, nearly double that of 2008 and likely representing only a fraction of the total. Amnesty International says women and girls are being targeted in conflicts around the world while the authorities do little or nothing to prevent it. In a report called Lives Blown Apart, the organisation says these crimes persist because those who commit them know prosecutions are rare. Despite promises, treaties and legal mechanisms, governments have failed to protect women and girls, Amnesty says. The human rights group says its investigations have found that violence against women is not just a by-product of war, but often a deliberate military strategy, with women particularly targeted in ethnic cleansing campaigns. "By attacking the women you are attacking the honour of your enemy, you demoralise the men, you scare people into running away," she said. "It's a very effective weapon, because the communities are totally destroyed." The question is whether those in conflict zones who use rape in war will be deterred.

POPSRape as a Weapon of War in Congo I think it is safe to say that those who participate in this atrocity have devolved into something less than human. How much longer can the rest of the world sit back on its pampered laurels and allow this atrocity to continue? How much longer can we stomach the animalistic enslavement of women by saying it is their country therefore it is none of our business? The U.S. has ignored this tenet many times when it is to their benefit. But unfortunately, the U.S. weighs the safety of helpless victims against how resource-rich their nation is. For surely if the Congo had oil reserves coveted by the U.S. we would be occupying them, and saving at least a majority of these women from their hell, instead of occupying Iraq. Rape represents a grave lack of respect for human life and dignity. To use it as a tool of war is both a war crime and a crime against humanity. To allow it to continue lessens the value of our humanity.

Walungu is just 40 miles from Bukavu, one of a handful of regional centres where the UN, international aid agencies and journalists have been based since fighting between Nkunda's militia and Congolese troops displaced 250,000 people in eastern Congo. Their purpose is to protect civilians and distribute aid, but the NGOs say it is often too dangerous to venture outside the towns. In Ninja, women and children go hungry. Humanitarian aid has not reached here, and there is no security.
