In Latin America, most of the peace groups involved in areas of conflict have a strongly Leftist orientation, which means they are eagerto make accusations against the United States and freely elected democratic governments, while maintaining relative silence about Leftist insurgents and the brutality of dictatorships in Cuba and Venezuela. This behaviour of Western peace groups follows a familiar pattern. During the 1970s and 1980s, Soviet bloc intelligence agencies were heavily involved in organising and directing the Western European peace movement. After the collapse of the East German regime in 1989, Western scholars were able to examine the files of the Stasi, the East German Intelligence Service, which provided a window into the thinking of many major Western Peace groups and the eagerness with which the peace groups accepted Soviet Bloc support and espoused the Soviet line. Many of the peace groups only protested about NATO policies while ignoring Soviet actions.

Prosecutors can appeal the ruling. Blackwater contractors had been hired to guard U.S. diplomats in Iraq. The guards said insurgents ambushed them in a traffic circle. Prosecutors said the men unleashed an unprovoked attack on civilians using machine guns and grenades. The shooting led to the unraveling of the North Carolina-based company, which since has replaced its management and changed its name to Xe Services. The five guards are Donald Ball, a former Marine from West Valley City, Utah; Dustin Heard, a former Marine from Knoxville, Tenn.; Evan Liberty, a former Marine from Rochester, N.H.; Nick Slatten, a former Army sergeant from Sparta, Tenn., and Paul Slough, an Army veteran from Keller, Texas. Human Rights Watch said it documented the killings of 732 civilians between January and September by the Congolese army and troops from neighboring Rwanda fighting alongside it. POPS Federal Salaries Explode Cauchon finds that since the economy fell into recession, the number of federal workers earning more than $150,000 has more than doubled. The federal government has become extremely bloated and top heavy, even as families and businesses across the nation have had to tighten their belts. With 383,000 workers earning six-figure salaries, the government has become an elite island of overcompensated administrators immune from the competitive job realities of average families. The Bush administration let federal pay and benefits grow completely out of control, as it did with other areas of federal spending. President Obama has an opportunity to fix these problems. He should call for a multi-year freeze on federal pay, work to overhaul a system that moves workers up the pay scales too rapidly, and begin purging the upper ranks of federal management.

So what would a rigorous public and internal administration debate have highlighted? First, the more occupation forces there are, the more they fuel the insurgency against the occupation, especially since so many more civilians than fighters lose their lives. Witness the wedding parties, villagers, and innocent bystanders blown up by the U.S. military’s superior weaponry. Second, there was a remarkable absence in Obama’s speech about the tribal conflicts and the diversity of motivations of those he lumped under the name of “Taliban.” Some are protecting their valleys, others are in the drug trade, others want to drive out the occupiers, others are struggling for supremacy between the Pashtuns on one side and the Tajiks and Uzbeks on the other (roughly the south against the north). The latter has been the substance of a continuing civil war for many years. Third, how can Obama’s plan begin to work, requiring a stable, functioning Afghan government—which now is largely a collection

The overriding priorities have always been to avoid risking American lives in dangerous house searches and to kill "insurgents." Human rights reports by the U.N. Assistance Mission to Iraq (UNAMI) have documented many such incidents in which civilians have been killed, as well as extensive discussions between U.N. and U.S. officials about them. For instance, in its human rights report for the 2nd quarter of 2007, UNAMI insisted that American air strikes in densely populated civilian areas were violations of international law. American attitudes to protecting civilians in wartime and other requirements of international humanitarian law differ sharply from those of people in other countries.

The aggressor zooming around Las Vegas in a posh automobile, living a luxurious life style and launching missiles onto a target that is far away and the victim located in a village or inside a building on the Afghanistan Pakistan borders. There are over 200,000 people in internally displaced camps (IDP) in Afghanistan because of US bombardment and war. The number one enemy in Afghanistan is poverty. For many of those holding a presence outside of Creech Air Force Base, there is a look of total disbelief, confusion, and sadness.
