"We make (our product) with electricity, we bake it with gas, we refrigerate and freeze it with electricity and we distribute it with gas and oil," said McArthur, who said he worries that high prices could cost his company up to $15,000 a year in an industry with a very tight margin for profit. The legislation requires that the country reduce greenhouse gas emissions by 17 percent by 2020. Big energy plants and producers would have a cap on emissions like carbon dioxide, but could purchase "credits" from other companies that have met their reduction goals. But, rather than let nature and consumer choice take its course, the CEC must be seen as acting. For bureaucracies that don’t act are soon acted upon by politicians. Unsaid is the fact that, if anything decent were being produced for television, emissions would skyrocket. On this basis NBC should make out like a bandit with a carbon cap-and-trade program since their sole show in the prime-time top-20 Nielsen ratings is rated an energy-saving #20, translating weak viewership into an Earth-friendly virtue, and a few million tons of valuable carbon credits.

  (UNEP), a division of the U.N. that has grown into a bureaucratic monstrosity with an annual budget of $136 million. Mr. Strong left his post at UNEP in the 1970s but kept his ecological credentials and helped organize a 1992 environmental summit in Rio de Janeiro, which become the forerunner of the Kyoto Accords. While Strong has spent a lifetime parlaying his UN contacts into business associations, nowhere has he done so more successfully than with his ecological “credentials.” Recently Strong has been spending most of his time in China, where he’s been linked, among other things, to planned attempts to market Chinese-made automobiles in North America. But his presence there raises some awkward questions for Russell and Rosett: “For one thing, China, while one of the world’s biggest producers of industrial pollution, has been profiting from the trading of carbon emissions credits – thanks to heavily politicized U.N.-backed environmental deals engineered by Strong in the 1990s.”

Rural Votes Crucial Agricultural offsets may be crucial to attracting enough votes from rural lawmakers to pass climate-change legislation, said Representative Stephanie Herseth Sandlin, a South Dakota Democrat. “We have to insist that agriculture has a seat at the table,” she said. Republican congressional leaders have likened Obama’s cap- and-trade proposal to a tax increase on energy, and the plan may pit coal-producing states against other areas. Farm organizations are also divided. The American Farm Bureau Federation, the biggest farm group, has opposed cap-and-trade plans, saying they would raise fuel and fertilizer costs. The National Farmers Union likes the idea and is lobbying for a slice of the carbon market.

And such calculations will be repeated at 37 other Chinese hydro projects where RWE will buy credits. All told, the 38 are expected to produce more than 16 million CDM credits by 2012, legitimizing 16 million tons of emissions in Germany, equivalent to more than 1 percent of annual German emissions. At today's low market prices, those credits would be worth some $300 million, paid to Chinese developers and presumably billed to German electricity customers, who by 2007 were already paying more than double the U.S. average rate per kilowatt-hour."

 According to a recent Forbes report, the 11 largest environmental groups have combined annual revenues of about $1.8 billion and own billions of dollars of assets. The Global Justice Ecology Project (GJEP) essentially accused Environmental Defense (ED) of collaborating with the enemy -- big businesses that want cap-and-trade global warming legislation. Noting that her father was one of ED’s founders, GJEP head Rachel Smolker said she was now “ashamed” of ED because it advocated cap-and-trade. Smolker said that the European version of cap-and-trade, the Kyoto Protocol, had “utterly failed” to reduce emissions and served “only to provide huge profits for the world’s most polluting industries.” “Instead of protecting the environment, ED now seems primarily concerned with protecting corporate bottom lines. I can hear my father rolling over in his grave,” Smolker said.
