That great sucking sound you hear is proposed or in-the-works nuclear plants blowing their budgets everywhere. French company Areva's first EPR project, in Finland, is two years behind schedule and at least $1.5-billion over budget. Its second, in France's Normandy region, is headed in the same direction, after construction stalled for several weeks recently. It's not just the skyrocketing price of basic materials, such as concrete and steel, that's driving costs upward. So-called third generation reactors - such Areva's EPR and Atomic Energy's ACR-1000 - are still works in progress. And the two decades during which nuclear power faced desert-like prospects has left the industry grappling with a severe shortage of skilled workers.

OPEC was created in 1960 by Iran, Iraq, Kuwait, Saudi Arabia and Venezuela. It now includes nine other oil-producing nations – Algeria, Angola, Ecuador, Indonesia, Libya, Nigeria, Qatar, Saudi Arabia and the United Arab Emirates. “In the period between World War II and the formation of OPEC, the inflation-adjusted price of oil fluctuated little,” he wrote. “From 1970-1980, however, the real price of oil rose by about 1,300 percent. Between 1980 and 1986, it dropped by about two-thirds. It was fairly steady between 1986-1997, fell farther in 1997-1998, and then nearly quadrupled after February 1999. This is stability?” Taylor predicted in 2004 – when oil was around $31.50 a barrel – that “if OPEC disappeared tomorrow, oil prices would drop to somewhere around $8 a barrel and gasoline prices would almost certainly be south of $1 a gallon. A price collapse of that magnitude would do more for consumer welfare and the overall health of the American economy than President Bush...."

POPSOPEC's Fear Prices Will Drop By $30 A Barrel OPEC's biggest fear is that this is a bubble ($100+) and that prices will drop by $30 a barrel "The market continues to be well supplied," Rex Tillerson, the chairman and chief executive of Exxon Mobil, said at a conference in New York. "There has been no interruption of supplies." Ali al-Naimi, Saudi Arabia's oil minister, said there was no need to increase supplies by "even one barrel of oil." But he stressed that Saudi Arabia, the world's top exporter, would keep oil markets well supplied. As a sign of how seriously it sees its role, Naimi told reporters that the kingdom was pumping 9.2 million barrels, "day in, day out," or roughly 300,000 barrels a day above its formal OPEC target. The oil cartel, which is next scheduled to meet in September, indicated it might call for an emergency meeting earlier depending on "market conditions."

POPS The Widespread "Perception Of Market Tightness" Oil prices were trading higher in Asian hours on expectations OPEC will keep output levels unchanged. Last week, they recorded their biggest weekly fall ever on bets the cartel will up output by 500,000 bpd. OPEC has repeatedly said in official statements recently that oil prices are high because of the widespread perception of market tightness, and not because of a lack of supply. Although the cartel was last week expected to cave into political pressure from consuming countries and hike output anyway, these expectations are now fading fast in the run up to the meeting. Earlier today, the Nigerian Oil Minister Odein Ajumogobia told Thomson Financial news that the OPEC gathering has so far suggested there is no need to hike output.

But on two occasions, most recently at the beginning of Ramadan, the Muslim fasting month that just concluded, Sheik Awdah condemned, personally condemned bin Laden. You know, my son, Osama, how long will this go on? You know, this stain on Islam. I mean, it was a direct repudiation of everything that bin Laden stood for. Sheik Awdah’s “open letter to Osama bin Laden” asked: Brother Osama, how much blood has been spilt? How many innocents among children, elderly, the weak, and women have been killed and made homeless in the name of al Qaeda? The ruin of an entire people, as is happening in Afghanistan and Iraq . . . cannot make Muslims happy. Who benefits from turning countries like Morocco, Algeria, Lebanon, or Saudi Arabia into places where fear spreads and no one can feel safe?
