Three months later, Holder is leaning toward appointing a prosecutor, and he could name one in a matter of weeks, a decision apparently made after reading a classified version of the CIA inspector general’s report on enhanced interrogation techniques and other material. But if a prosecutor is appointed, it could be virtually impossible to limit the scope of the investigation, Rivkin said, noting that once a special prosecutor is appointed, he or she is given “unrestrained resources” and expected to find wrongdoing. As a result, a special prosecutor’s investigation broadens and shifts course, distracting the attention of Washington " as in the cases of former President Bill Clinton’s real estate dealings . . . .

The American Petroleum Institute plans to battle Obama's proposals to reduce the industry's tax breaks through presentations to newspaper editorial boards and visits to Washington by top oil company executives and employees, plus drop-ins by ordinary shareholders. The messages: Obama will increase U.S. reliance on foreign oil by eliminating the deduction for drilling in the U.S. and put at risk up to 6 million jobs directly and indirectly reliant on the industry. "They are going to push more of the investment offshore," said Mark Kibbe, the institute's chief lobbyist.

 The Capitol has had a holiday tree, provided by the Association of Washington Business, for 19 years. In 2006, it was joined by a menorah sponsored by a Seattle Jewish group. That prompted a lawmaker from Spokane to stage a protest at the Capitol, demanding the holiday tree be called a "Christmas tree." It also led a local real estate agent to sue the state to allow the nativity display depicting the birth of Jesus. Gregoire, a Democrat, and Republican Attorney General Rob McKenna put out a joint statement Wednesday noting that the federal lawsuit led the state to create a policy allowing groups to sponsor a display "regardless of that individual's or group's views."
