 Since September of 2003, the recording industry has leveled legal threats against close to 30,000 American music fans. In a report released today, "RIAA v. The People: Five Years Later," the Electronic Frontier Foundation (EFF) presents a comprehensive overview of the RIAA's litigation campaign and concludes that it is hurting music fans and artists alike, without making a dent in unauthorized file-sharing. "If the RIAA wants to keep suing hundreds of people each month and collecting these huge settlements, it can't take shortcuts," said EFF Staff Attorney Corynne McSherry. "It's not enough to say the law 'could have been' broken and demand thousands of dollars to make the accusation go away. The recording industry must prove its case and show that infringement actually occurred."

  According to investigations conducted by PCHR, which includes eye-witness statements, during the afternoon of 27 September, Yahia Ateya Fahmi Bani Maneya, age 18, from Aqraba village southeast of Nablus city, went to graze his sheep on land east of his village. When the teenager had not returned home by 18:00, dozens of locals gathered and went in search of him. They searched the area between Aqraba village and the Israeli settlement of Jetit, which lies approximately 10 kilometers east of Aqraba village. At about midnight, locals found Yahia Maneya's dead body covered in blood in al-Fajen area, one kilometer west of Jetit settlement. ... According to eyewitnesses, his body had been hit by about 20 bullets to the neck, chest and legs.

It could be that he figured that the $10 million policy taken out by the RNC to cover the costs of police-brutality settlements – the first time such a policy has ever been taken out for an American political convention – would suffice to protect his butt. (One wonders if any insurance company will ever again be so foolish as to approve the sale of such a policy, particularly to the Republican National Committee.)
