 Strange what our Federal managers and leaders seem to be able to do and not do. If you are checking who is driving 16 wheelers in and out of all US Ports, there is no way to check if John Smith is John Smith who is a driver for a non-Federal contractor or sub-contractor. But this is still a "Mission Accomplished" Administration long on talk but short of action and real accomplishment other than enriching it buddies.

 Obama wants to "restore funding for the Community Development Block Grant (CDBG) program." He will spend $200 million a year on state and local matching grants. He will also "launch a National Infrastructure Reinvestment Bank that will invest $60 billion over 10 years" plus "stop spending $10 billion a month in Iraq and start investing that money in Phoenix, Nashville, Seattle" and "re-commit federal dollars to strengthen mass transit . . . ports, roads, and high-speed rails." CDBG actually gave "aid" to millionaire enclaves such as Greenwich, Conn. And as urban policy scholar Kimberly Hendrickson pointed out in an American Enterprise Institute study: "Mainstream urban scholars and practitioners — on both the left and right — have become dismissive of, and even hostile towards, programs once heralded as bold and visionary . . . now widely seen as harmful to cities and their residents."

For example, a home could have a parent on one computer downloading news videos, a child on another computer downloading Netflix or MP3s, and a third child could be on a PS3/Xbox playing online. This type of house could easily surpass the monthly limits. Additionally, bandwidth needs typically doubles every year, so one house may only need 10 GB per month now. However, next year they will likely need 20GB per month. How are placing caps going to provide ISPs with incentive to increase their infrastructure? It will not!
