POPSAmericans Buying Less Quite frankly, why does it surprise everyone that this pyramid scheme finally fell? People simply did not have the money to buy all these goods and the banks gave credit to those who were not credit worthy. When people maxed out on their personal credit cards, banks gave easy lines of home equity loans. It had to all fall because people didn't have the money to buy these goods and now they have to live within their means. It's a good lesson for consumers--sadly one that is probably cyclic in nature.

Sec. 1302 (pp. 672-692) moves Medicare from a fee-for-service payment system, in which patients choose which doctors to see and doctors are paid for each service they provide, toward what's called a "medical home." (The bill specifies that patients may have to settle for a nurse practitioner rather than a physician as the primary-care provider.) Sec. 1114 (pp. 391-393) replaces physicians with physician assistants in overseeing care for hospice patients. • Secs. 1158-1160 (pp. 499-520) initiates programs to reduce payments for patient care to what it costs in the lowest cost regions of the country. In their search warrant, investigators said Melchert-Dinkel "admitted he has asked persons to watch their suicide via webcam but has not done so."
