Under the Reid “manager’s amendment” the new health care plan that will mirror the federal employees’ plan and be managed by the Office of Personnel Management will NOT be subject to the Smith Amendment. Instead the amendment includes layers of accounting gimmicks that demand that plans participating in the Exchange or the new government-run plan that will be managed by the Office of Personnel Management must establish “allocation accounts” when elective abortion is a covered benefit (p. 41)

 This seems to envision a system under which the OPM director would administer multi-state plans that cover elective abortions, and perhaps even possess authority to require such plans to cover elective abortions, as long as the director also ensured that there was one plan that did not cover abortions (except types of abortions also funded by the federal Medicaid program). This would be a sharp break from the policy that has long governed the Federal Employees Health Benefits program, which is also a program administered by OPM, under which private plans are completely prohibited from covering elective abortions if they wish to participate in the program. The Reid manager's amendment contains a new section providing that a state "may elect to prohibit abortion coverage in qualified health plans offered through an Exchange in such State if such State enacts a law to provide for such prohibition.

Suffice it to say, that if such a “correction” were to be applied to random, trendless data, it would make them skew upward in the last 25 to 50 years, in a shape that might be said to resemble a ski slope, or even …. a hockey stick! What’s lacking here is a direct tie between this programming routine and the so-called “value-added” data used by the IPCC. If the raw data indeed no longer exists, it may be difficult to establish a connection. I’ll leave it to the real engineers and computer experts to sort this out. I’m a technical manager, so my job is to have a highly developed bullcrap detector. And, right now, my AGW bullcrap meter is pegging on ManBearPig.

Authorities are offering a $10,000 reward for information leading to the arrest of the person involved in this morning's fatal shooting, described as a black man who is between 5-feet-7-inches and 5-feet-10-inches tall, and wearing a black coat and blue jeans in the Lakewood, Wash. area. Anybody with information is asked to call 253-591-5959 or 866-977-2362. A 37-year-old Tacoma man, Maurice Clemmons, who was recently released from jail, has an extensive criminal record in Pierce County and Arkansas, court records show. Clemmons is wanted in Arkansas and faces eight criminal charges in Washington state. The four officers were killed at about 8:15 a.m. by a scruffy-looking man who walked into a coffee shop and opened fire. The officers " three men and one woman " were found dead by deputies who arrived at Forza Coffee at 11401 Steele St. S., said Pierce County Sheriff's spokesman Ed Troyer.
