The documents helped fool immigration officials, who didn't necessarily verify that they were legitimate, Bleil said. The scam began to unravel after an informant told U.S. Immigration and Customs Enforcement about Camarillo in July 2004. When Olga Hernandez and her husband went to the Citizenship and Immigration Services office in 2005 for an interview, the couple were placed in separate rooms. Discrepancies surfaced during questioning, and eventually Hernandez broke. She told officers she'd just been just trying to help a friend and withdrew the petition for a green card.

Some pay homeless people on Los Angeles' Skid Row for Medicare or Social Security numbers to use in fake billing invoices. Others intimidate elderly victims to use their Medicare numbers, federal authorities say. Most Medicare schemes are based in cities such as Miami, Los Angeles, Detroit and Houston. And rather than building an elaborate hierarchy like the Mafia or other gangs, many Medicare con artists use common street criminals to recruit patients and doctors, authorities said. A Medicare scammer could easily net at least $25,000 a day while risking a relatively modest 10 years in prison if convicted on a single count. A cocaine dealer could take weeks to make that amount while risking up to life in prison. "Building a Medicare fraud scam is far safer than dealing in crack or dealing in stolen cars, and it's far more lucrative," said Lewis Morris, lead attorney at the Department of Health and Human Services' inspector general's office.

Later, Najibullah Zazi tells Afzali he feels like he's being watched. _ Sept. 11: Zazi's rental car is towed for a parking violation, according to Zazi's attorney, Arthur Folsom. FBI agents search the car and find a laptop with an image of nine pages of handwritten notes on how to make explosives, detonators and fuses.

The truck rental bid failed when none of the men could produce a valid credit card. All refused to surrender the identification needed to pay cash, the manager of the Flushing U-Haul said. A team of FBI agents spent 10 hours Thursday combing through the Queens truck rental business. "We all feel very lucky right now," U-Haul manager Robert Larson told The News. When the FBI arrived, Larson said, "I was wondering, 'Where is Ashton Kutcher to tell me I've been punked?'" By the time the agents left, "I realized this is crazy, this is real, it's not a joke," Larson said. The feds turned up at the U-Haul in Jamaica around 11 a.m. Thursday as authorities continued tailing and interviewing suspects linked to the reputed Denver cell. At least three Afghan men - including Ahmad Afzali, a Queens imam identified by a U-Haul employee as one of the would-be renters - were questioned in New York by FBI and Immigration and Customs Enforcement agents, sources said.

The FBI busted a homegrown New York terror cell late Wednesday night as the men sneaked around a Jewish temple in Riverdale planting what they thought were packages of C-4 explosives, sources told the Daily News. The four men also allegedly had what they believed was a working Stinger missile in their car: officials said they wanted to shoot down a plane near Stewart Air National Guard Base. Sources said the four men were arrested after a year long investigation that began when an informant connected to a mosque in Newburg said some militants wanted to buy bombs. FBI agents posing as militants sold them what they thought were C-4 and a plane-downing Stinger missile. The weaponry was all phony.
