 First: The source of the boom was not a bubble associated with tech stocks, but rather a permanent increase in U.S. productivity growth produced by the information technology (I.T.) revolution. Second: Foreign money was pouring into the U.S. as a result of well-informed expectations that the U.S. would lead the world in economic growth for a long period to come. Third: Increased inequality in the U.S. was a result of the global market rewarding skilled Americans at the expense of unskilled Americans, and could be cured by more higher education. Something like this was the cheerful and optimistic New Democrat party line in 2000, the last year of the Clinton administration. How do things look from the perspective of 2010? It is now clear that the boom of the second Clinton term was driven by the temporary tech stock bubble. It did not mark the beginning of a "new economy" fundamentally different from the old.

Fordice decision -- which, ironically, represented an attempt to undo the historic effects of the state's segregated higher education system -- they were starved of funds, receiving less than 3% of the budget they were allotted. They are now being condemned as non-performers (surprise, surprise) and will probably undergo massive program cuts.

And as a matter of fact the reason the Enumerated Powers Act’s maximum number of co-sponsors in the House has been 31, or it could be a bit higher than that (and it has never had a co-sponsor in the Senate until this year) is that the Congressmen can read the writing on the wall. If Congress were forced to obey the United States Constitution, then I would say that two-thirds to three-quarters of all the spending Congress does would be found to be unconstitutional. ALL RIGHT MAGAZINE: You’re probably right about that. Article 1, Section 8 has a very short list of things government is able to do according to the word of the law. WALTER E. Its hardly fair that they invested hundreds of thousands of dollars in their education and could now be told they can’t expect the ‘doctor’ type compensation we’re used to seeing.
