POPSUS Town Utilizes Local Currency Let’s say you spend a dollar with Chatham Wireless. That’s a local Internet service provider. They will use part of that dollar to pay their folks. They live here. Part of it may go to their bookkeeper. Part might go to an advertisement in our local media. They might use their money to get a massage, lunch at Angelina’s Kitchen, or dinner at the General Store Cafe. Part of that dollar might go to buy groceries at Chatham Marketplace which will then buy produce from the local farmer, who will then go buy some Internet access from Chatham Wireless. The longer that dollar stays in our community, the more enriched we become.

POPSSebelius Praises Abortion Accounting Trick in Senate Bill SEBELIUS : And I would say that the Senate language, which was negotiated by Senators Barbara Boxer and Patty Murray, who are very strong defenders of women’s health services and choices for women, take a big step forward from where the House left it with the Stupak amendment, and I think do a good job making sure there are choices for women, making sure there are going to be some plan options, and making sure that while public funds aren’t used, we are not isolating, discriminating against, or invading the privacy rights of women. That would be an accounting procedure, but everybody in the exchange would do the same thing, whether you’re male or female, whether you’re 75 or 25, you would all set aside a portion of your premium that would go into a fund, and it would not be earmarked for anything, it would be a separate account that everyone in the exchange would pay.

POPS“Death Panels”Regulations: Senate Requires Super-Majority to Repeal 
To change the rules of the Senate, there must be sixty-seven votes. Section 3403 of Senator Harry Reid’s amendment requires that “it shall not be in order in the Senate or the House of Representatives to consider any bill, resolution, amendment, or conference report that would repeal or otherwise change this subsection.” The good news is that this only applies to one section of the Obamacare legislation. The bad news is that it applies to regulations imposed on doctors and patients by the Independent Medicare Advisory Boards a/k/a the Death Panels. Section 3403 of Senator Reid’s legislation also states, “Notwithstanding rule XV of the Standing Rules of the Senate, a committee amendment described in subparagraph (A) may include matter not within the jurisdiction of the Committee on Finance if that matter is relevant to a proposal contained in the bill submitted under subsection (c)(3).” In short, it sets up a rule to ignore another Senate rule.

POPSThe Reid Amendment: Sweetheart Deals and Interstate Warfare
Massachusetts and Vermont have already expanded Medicaid eligibility so they would not have benefited from new federal financing under the original legislation. The Reid amendment provides a fix for these states. The increased federal spending will not increase insurance coverage, it will only substitute federal funds for state funds. Who are the losers? All the other states. According to the Congressional Budget Office (CBO) analysis of the Reid Amendment, total state funding for Medicaid and SCHIP will increase by $1 billion compared to the original legislation. Clearly if total state spending goes up and spending for a few favorite states goes down, then all the other states are picking up the tab. New federal rules will punish states that would use the flexibility of current law to increase the share paid by with local governments for Medicaid. California and New York historically have shared the cost and administration of Medicaid with counties and municipalities ......
