We can argue about the political pressures Bush was under, but the simple truth of the matter is that we should have created a process for dealing with these detainees long ago. The Military Commissions Act was this solution, establishing military commissions to establish the guilt or innocence of these detainees, but it came far too late in Bush’s administration to do any good (and was absurdly deemed unconstitutional by the Supreme Court in yet another decision ignoring the constitution completely). And now our policy toward Guantanamo Bay is a mish-mash of conflicted and largely politically-motivated pap geared more, I think, toward pandering and backside-covering than any national security strategy. Some of the detainees are getting trials in civilian US courts. Some are being shipped off to Pacific islands for continued detention.

He said that the arms control talks were proceeding in a positive way and added that Medvedev and President Barack Obama will eventually decide whether to strike an arms deal. But Putin warned that a missile defense system would give the U.S. an edge and could erode the deterrent value of Russia's nuclear forces. "The problem is that our American partners are developing missile defenses, and we are not," Putin said. "But the issues of missile defense and offensive weapons are closely interconnected. ...  Self-defense on an airliner is admirable but not something to depend upon for security - neither is requiring full body scans. Why? Think about it? We have had nine years to launch some sort of effective national homeland security system. We still don't have one that can even tell us who is who working at airport, seaports, land border crossings. Several billion have been spent on consultants and tests and - nada. The objective of terrorists is to make themselves appear much more powerful than they are to convince politicians and voters to take actions that will exaggerate the importance of the terrorists. Fully fund and cooperate with Interpol to search out and arrest the infrastructure for illiegal actions they are all involved with.

Despite the massive number of contracts and contractors in Afghanistan, oversight is utterly lacking. “The increase in Afghanistan contracts has not seen a corresponding increase in contract management and oversight,” any USAID staff are “administering huge awards with limited knowledge of or experience with the rules and regulations.” According to one USAID official, the agency is “sending too much money, too fast with too few people looking over how it is spent.” As a result, the agency does not “know … where the money is going.”

In exchange, Russia is offered the West's recognition of the status quo in Europe and postponement of admission to NATO of Ukraine and other former Soviet republics. Russia has been recognized as a regional power, but only to a certain extent and only in exchange for its help. These arrangements will stand as long as the U.S. is interested in cooperation with Moscow on specific issues. The current session of cooperation with NATO is unlikely to bring Moscow long-term military and political dividends - particularly in the face of growing risks from further involvement in Afghanistan.
