Debating Public Decency Experts point to a variety of reasons for the apparent fall in civil standards: 1) The recession has placed many under heavy stress 2) The rise of the internet has fostered confrontational and provocative communications in which people get used to saying things they may never once have dared to utter face-to-face. These may be conditions that allow rudeness to rear its ugly head, but they are not excuses for it. Rudeness is rooted in lack of civility. If you don’t respect other people’s ideas, opinions, equality as compared to yourself, or simply their right to exist, it will be easy for you to resort to rudeness towards that person and you will be considered uncivil. We have been losing our civility for a long time now and I believe it is due to a lack of respect for others and ourselves.

So when Communications Commissar Mao Ze Dunn starts berating Fox News for not getting into the same Maosketeer costumes as the rest of the press corps, you begin to see why the Chairman might appeal to her as a favorite "political philosopher". So the troika of Dunn, Emanuel and Axelrod were dispatched to the Sunday talk shows to lay down the law. We all know the lines from "The Untouchables" " "the Chicago way," don't bring a knife to a gunfight " and, given the pay czar's instant contract-gutting of executive compensation and the demonization of the health insurers and much else, it's easy to look on the 44th president as an old-style Cook County operator: You wanna do business in this town, you gotta do it through me.

Lu Guang from People’s Republic of China won the $30,000 W. Eugene Smith Grant in Humanistic Photography for his documentary project “Pollution in China.” August of 1993 he returned to post-graduate studies at the Central Arts and Design Academy in Beijing (now is the Academy of Arts and Design, Tsinghua University). During graduate school, he studied, traveled all over the country and carved out a career, became the “dark horse” of the photographer circle in Beijing. Skilled at social documentary photography, his insightful, creative and artistic work often focused on “social phenomena and people living at the bottom of society”, attracted the attentions of the national photography circle and the media. “It’s a sad reality that our doctors do a delicate balancing act of choosing what’s best for patients while also trying to deflect frivolous lawsuits. It has created an unwinnable cycle of unnecessary tests and procedures and costs which are spiraling up and out of control. The time to set our healthcare system right again is now and these CBO findings show that we literally can’t afford not to take action.” The tort reforms identified by CBO as contributing to these significant savings include: * A cap of $250,000 on awards for noneconomic damages; * A cap on awards for punitive damages of $500,000 or two times the award for economic damages, whichever is greater; * Modification of the “collateral source” rule to allow evidence of income from such sources as health and life insurance, workers’ compensation, and automobile insurance to be introduced at trials or to require that such income be subtracted from awards decided by juries;
