 I've seen this sort of thing. It's true. What also happens is that these materials give off HIGHLY TOXIC BLACK smoke that will kill you in seconds as it fills the room. The solution to this potential disaster is easy. Always think safety first. Be VERY careful what you put up and where you put it. As a member of a fire department I will add, don't use halogen lighting anywhere, don't overload electrical outlets, DO NOT junk up your homes/businesses, and it only has to be used once, a sprinkler system will help save your life and your property. Dead is for a long time. Some disaster or accidents don't have to happen if people would just THINK. So blow out the candles and don't forget what's on the stove.....

 Local Emergency Planning Committees which were mandated by the Federal Government after the chemical disaster in Bo Pal are suppopsed to include this sector. If the plans are lacking it is the responsibility of local plan keepers to do the right thing and communicate the information. When the National Guard arrived to help the people in New Orleans they were operating with orders from the Feds and they did not include pets.  This is an interesting report because it illustrates the very common issues of implementing a new system. It would be interesting to know if they thought to include DPW, Highway Department, Water and Sewer Departments as well. There are a lot of times when these public servents are right in there with Fire, Police and EMS. Except for fire fighting apparatus and ambulances those people have all the heavy equipment and they know a community's infrasture better than anyone.

 Provides an overview of the ICS or Unified Command system/structure and the rational our Nation tries to implement when responding to incidents. In theory it should work. In actual practice it falls short. It has been my observation that when an incident is broad in scope, communication is not perfect and there is not total buy-in by all responders and the victims it can become another element in the incident.
