POPS Higher Risk in AIDS vaccine study

I don't understand if it is because those who were given the vaccine happened to engage in more high risk activities- or if the vaccine actually deposited, as vaccines do, enough of HIV to infect people with AIDS. This could be a disaster for Merck and co.
