POPSJohn Dvorak: on Congress and "Internet Tubes" Might not be a bad idea to be applied more broadly -- make it so that before a member of Congress is allowed to cast a vote, they must also submit a paragraph detailing their reasoning behind their decision, which is entered into public record along with the vote itself. Also make the record searchable online, so that the public can see who's really -thinking- and who's voting by knee-jerk or wallet-padding.
