If you have insurance, you will get hit by his proposed 40 percent tax on insurance premiums. When the tax -- and the legislation -- takes effect in 2013, all families making about $120,000 or more in combined household income (14 percent of all families or one in seven) will have to pay the tax. By the next year, 2014, the tax will hit every family making more than $100,000 (about 18 percent of all families or one in six). By 2019, 10 years hence, the tax will reach down to affect every family making more than $75,000 a year (31 percent of families or one in three). The tax will take 40 percent of all premiums above $21,000. So if you don’t have insurance, you will be socked with a mandate to buy coverage and pay a hefty proportion of your income to do it; and if you have insurance . . .

In real life, people weigh one thing against another. But in politics one declares one thing to be imperative, so the issue then becomes how we do it. Kent Conrad (D., N.D.) deep-sixed by asking the CBO to tell the truth about its impact on health-care costs. To avoid the fate of the House bill and achieve a veneer of fiscal sensibility, the Senate did three things: It omitted inconvenient truths, it promised that future Congresses will make tough choices to slow entitlement spending, and it dropped the hammer on the middle class. One inconvenient truth is the fact that Congress will not allow doctors to suffer a 24% cut in their Medicare reimbursements. Senate Democrats chose to ignore this reality and rely on the promise of a cut to make their bill add up. Taking note of this fact pushes the total cost of the bill well over $1 trillion and destroys any pretense of budget balance. It is beyond fantastic to promise that future Congresses, for 10 straight years, will allow planned

Yet, every version of Obamacare currently being discussed in Congress requires just that. Forcing all of us to buy officially approved health insurance is essential to a functioning government-run system. As Obama told Congress, "many of insurance reforms we seek - especially requiring insurance companies to cover pre-existing conditions - cannot be achieved" without the individual mandate. Why? Because the politicians and bureaucrats who will manage the government-run health care program know that, without the force of government behind them, they won't be able to make the rest of us do what they tell us to do. But that is what government always does as it becomes more costly, intrusive and intolerant of dissent. As if to drive the point home,

While many states impose mandatory auto insurance requirements in order to drive, individuals have the alternative of not driving. With the health care mandate there is no alternative. If you exist, you either obtain "acceptable" health insurance coverage or you are taxed. The public option merely is necessary to make a mandate work. Many people will not be able to afford private insurance, particularly once the government defines acceptable insurance to include so many benefits as to raise the cost prohibitively. The public option, which inevitably will be subsidized, provides the catch basin for the mandate runoff. As more and more employers opt for taxation instead of coverage, and as the ranks of those facing individual taxation rise, more and more people will be forced into the public option.

Universal Coverage by health insurance is neither achievable nor necessary while Universal Access to medical care is.
