 Well done Norwich councillors, standing up to the officers who often seem to be against these schemes. I believe that the vociferous motoring lobby gives them more hassle than they can cope with. This is a long term process to change the culture. There are very popular tv programmes which unfortunately encourage the treatment of the public highway as a sports arena.
