"There is no reason to treat these people this way," he said referring to the blockade, in place since the Islamist Hamas movement seized Gaza in June 2007. According to Carter, the failure of the European Union to support the Palestinian cause was "embarrassing." He said European countries should be "encouraging the formation of a unity government," including Hamas and Palestinian president Mahmoud Abbas's rival Fatah movement. Carter was president from 1977 to 1981. During that time, he helped negotiate a peace treaty between Israel and Egypt and concluded a strategic arms agreement with the Soviet Union.
