This doesn't surprise me. I had a fantastic professor - Tim Steckline at Black Hills Sate University - who argues that the CDC needs money and therefor over reports cases of most disease. Follow the money trail, eh?
This is a critical step in legitimizing climate change as a serious issue. Conservatives, particularly in the Bush administration, have acted to re-brand Global Warming as 'Climate Change' and not a serious issue. Though Mr. Ban is new to his role as SG at the UN, this is still a significant step.
