The REAL Napster
They have used the EMP pulse gun for a few years now, but it was considered too 'destructive'. The gun used by law enforcement could kill ANY electronic device, phones, cars, trucks you name it. The problem was that it completely destroyed the sensitive chips in electronics (esp computers) and made them inoperable.
With the On-Star disable feature the vehicle can be driven again without having to replace all the electronics. Smart move.

They'll be making cars drive themselves to the police station next! Probably using a crime nav system...What next, I wonder!

Hmmm....

[grabs calculator]

300 deaths / 30000 yearly high speed chases =

1% of dying in a high speed chase.

Methinks I've found a relatively safe new hobby. I'll just have to remember not to get an OnStar equipped vehicle...

What next? On Star maps all the speed-limits zones in the world and applies it to every vehicle as it travels through any zone. Speed traps and radar-warning devices obsolete!
Beyond that? On Star does the calculus for every vehicle approaching every intersection and guides them all through it with hair-raising near-collisions. An end to traffic jams and signalling systems.

And then we'll all be using linux... yeah, right!
Plenty of people don't use On Star, and vehicles are not as accurate as mathematical curves anyway...

Yeah, I'm not liking this one at all. I don't think I'll be buying any cars that the government can take control of at will.

Of course, ten years from now when they make it mandatory....

"Upon further investigation, it appeared the suspect became frustrated when the victim wouldn't respond or acknowledge his attempts to converse," Sullivan said. "He became outraged and struck the victim in an unwarranted attack." The store's surveillance tape was erased or taped over before the officers got there.
